How many points over a set amount is still that set amount?
Is 2050 viable in a 2000 non sanctioned battle (in GW sanctioned tournaments it has to be below)?

More importantly for me at the moment, does it change for smaller battles? is 515 too over for 500pts? Whats your opinion?

And under too. At what point will you say to your oponent their under?

It fully depends on your opponent, in friendly games my friends and I have a 15pts extra should you go over the point limit.

With my friends, we use the limit of 5 points over maximum, but you may not buy 2 extra goblins if you have 500 points already as example, only if you started under the normal limit.

As far as I am concerned, a set point value is a set point value.

While there is certainly nothing intrinsically wrong with allowing a small margin of overspending, I personally don't like the idea. Fitting what you need within the listed points value is an art in and of itself -- an important part of this is making the hard decision to exlude something that you merely want, but which you can't quite afford.

In a similar way, I believe that in most circumstances a single detachment force should be used until every slot is filled. While there are a lot of things I'd like to do with my 3,000 point force that would only be viable with two detachments, I have found the challenge of working within a single detachment to be rewarding in its own right.

Of course, the one correct answer to the original question is "Whatever you and your opponent are happy to agree on."

As far as being under goes, I'm happy for an opponent to be as far under as they wish, as long as they aren't crippling themselves and thus failing to present me with a challenge.
