Is there a limit on the number of dispel scrolls you can have in an army, cause my friend put 12 of them in a tomb kings army when I played him with a tzeentch chaos army, it sucked hard

It's only limited by the fact that only wizards can carry them and that they take up part of the magic item alocation for each character. taking 12 would have heavily limited his other magic options- and his number of troops.

Thus your already higher stats on your chaos warriors/knights and even marauders should be able to prevail in hth.
Get in there and give him the boot. Particularly the liches who are carrying the scrolls.
Once some of them are dead, and thus their scrolls are gone, you should be able to start getting spells off.

It's not worth using 12 at all. My rough guide is:
<1000: 1 scroll
1000-2000: 2 scrolls
2000-3000: 3 scrolls
I orientate it to which army I'm playing but that's standard.
