I want to play a warhammer army and want to play a cheap money wise army. Which army is the cheapest in money and is still fun to play with.
Ogres and the right kind of Chaos army would be cheap. Ogres have high point units so you'd be buying less than, say, Skaven, which can field 200 models no problem. If you built a specific chaos list and stuck to expensive units, then you could field an army with a limited number of models. My friend's Tzeentch army doesn't even break 50 models.

As Stonehambey suggested have a look around and choose from there, there is simply no 'best' shooting army, it's the way you play and the cheese you are prepared to field :yes:.
