Well, why all the Dragon Armour? Save cheap pts and give them HArmour instead (unless you know the opponent will use Lore of Fire or something fire-y) .
All in all, Id say its a slow list for countering shooty Empire. Rather go for an all cav army with heavy magic vs these, as its faster and harder. Being in 1 turn of shooting isnt as bad as 4 turns.

I agree about the prince and BSB, the unit of silver helms is big for my taste, i usualy prefer units of 6, and it might be a better idea to give them the warbanner instead. 3 dispel dice should be fine against empire, but you may want to play it safe and take the seer honour, then give the ring of fury to a commander. not many things suck as bad as seeing your griffen mounted elector count loosing his 100pt rune fang to vauls unmaking and then failing to kill anything else the rest of the game. If you dont need vauls then seer ensures fury of kaine or maybe the Flames. 2 RBTs are good but most empire players will have a couple of war machines so you might want to squeeze in a couple great eagles.
The empire will probably include 2-4 warmachines,a scroll caddy,and an elector count. The elector count can take down some cavalry with the runefang. The Scroll caddy can shut down your magic phase since you only have 1 mage yourself. The spearelves will cause damage,but wont do too much on their own. The swordmasters just sort of scream "shoot me" and 1 hellblaster volley could be enough to ruin the entire squad(or atleast get it down to less than half its original models). Also,to be honest,i wouldnt take the repeaters,unless hes bad at guessing. My friend brought 4 RBT's against my empire,and by the end of my 2nd turn 3 of them were dead. In an all cavalry army,they would be nice to distract cannon fire. In an all shooty army,they would be an annoyance,and if you used them right might soften the enemy up a bit. In your list,he will probably kill them with his cannons,and still have enough resources and space between you to deal with the knights. For the same points,you could get 4 great eagles. Now THOSE are something empire fears,trust me. 4 flying monsters w/ WS5 S4 and 2 attacks can tie up and kill off war machine crews,and could theoretically silence most if not all of his artillery by the 3rd turn,having charged in the second. The prince isnt that great. Unless you know your going up against lots of empire cavalry,the blade of sea gold will be almost completely useless. I say turn him into a commander with the helm,pheonix gaurdian,and great weapon. Spend the other points on either another mage or more cavalry. Also,a list of things not to use against empire:
lots of spearelves;they will be mowed down with their low save/toughness
lots of elite infantry;again,they will be shot up
small amounts of RBT's;they will get blown up
combat hero demigods;overkill
IMO Archers are worth it. Most empire take handgunners,not crossbowmen,which have shorter range then longbows. Empire shooty troops also seldom have armour. Meaning with T3 at long range it takes 4 shots to kill 1. Probably about 3 dead for 10 archers. Thats a panic test on LD7. Ouch. Still,dont take small amounts,he can take care of those. Great eagles are another awsome threat. It would even be good to put them in range of a hellblaster(they will probably have to brave the rush) at the same time as a big unit. The hellblaster will have to choose,and probably blow up whichever threat it tries to counter.
