So I'd like to start a fantasy army, and I was wondering which fantasy army plays most like the Dark Eldar of 40k and which army plays most like a pure Grey Knights force. Reasoning behind answers would be appreciated if you have the time to spare. Thanks in advance.

I have no idea what grey knights are, but I would imagine the army closest to the Dark Eldar of 40K would be the Dark Elves. Check the GW website to find out why! =)
Stonehambey is right about checking out the main GW website but in terms your thinking off dark elder are best represented for dark elves and for grey knights there is no real army like that unless you look to empire for the warrior priests thats the closet thing you'll get to pure deamon hunters.
Dark Eldar = Dark Elves, easy
Grey knights are the premium Demon hunters of the inquisition,
within WHFB there is no codex/army list distinction between forces within the empire, you use the empire army book, although WHFB also has bretonians, think knightrs of arthurian legend, the closest, fluff wise would be something like reiksguard or knights panther based Empire army I suspect, although arguably High Elves could be considered to have parralels
