I think this is a stupid question. What army has the best magic? I can see the answer coming down to it depends and that there is no best magic. Yet Im asking because the Evil High Elf gang here is dead confident they have thee best everything in the game .Espcially magic. I havnt read the plot much but I thought the Slann would have the best magic for they first got it. Yet Ive been also told by a High Elfer that "The High Elf's Invented magic, and gave it to the other races."
I have to disagree. We have a Lizardmen player now who is young and I told him he will have some good magic. Now he was asking me "but the high elf players said they have the best magic ever!" So Im more curious, I never wanted to debate them but their confidence is strong. Yet why would I want to argue them? Deep down inside I thought my own Tzeentch magic was the best! I espically dont see how they get away with thinking High Elfs are the best in all aspects. So now Im wondering, who has the best magic?
Since I cant answer that myself all ask all of you? I mean TK, VC, Lizardmen all have good magic which the High Elf players already disregard as crap. So whos got the best magic? Just please tell me not High Elfs or Rank HoC Tzeentch above them.
I just play a 6k point game High Elfs vs 4.5k Dwarfs and the other 1.5 points between Lizard men and my Hordes of Chaos. They had 26 Power Dice. Ive made 2k Tzeentch lists that give me 14 or 13. That makes 26 seem low when at 4k I can equel or better their 26 dice. Now the lists with the high Power dice are not gonna win well, but still If thats the crap all be playing I should at least get the title of best magic.
Also how great are High Elfs? I dont think they are this unbeatable civilization that they take it as. They get shocked every game I play them. (Im hordes of chaos Tzeentch or sometimes undivided every game) I hear this a lot "BUT YOU CANT CAST SPELLS AND HAVE ARMOR!" "But Chariots cant have armor saves..." Well maybe its because Chaos and the wonderful Bird god of Change I worship has some bonuses. That chariot line was followed by a grim look at each other today too. I just dont see how they are so great.
Please help me understand the truth about High Elves too.
Best wizard in the game = 2nd Generation Slann
2nd best wizard in the game = 3rd Generation Slann
The HE have awesome magic it's true, very potent. I think the lizardmen magic is more reliable though; rarely fails to cast, lots of spells, no rolling on the miscast table.
Tzeentch magic can also be a bit hit and miss. Again failing to cast spells being an issue (not to mention miscasts)
But 'best' is qualitative, so it's impossible to say one way or another. Each army certainly has the potential to do well in the magic phase. Magic is certainly one of the High Elves strong points(Y)
All still be thinking my Tzeentch magic is stronger though. Nothing like some God-Pride.
The other thing is. By best magic what are we judgeing it on? Style of spell casting (like Incantation stuff), items to improve it, power dice, lores.
For best Wizard in the game its easy, 2nd Generation Slann. No brainer.
However, for best magical army, I'm going to say its a tie. Lizardmen and Tomb Kings. Lizards have the more powerful magic and every wizard in the army has access to Lore of Heavens. However Tomb Kings' spells always go off and they never miscast, ever. Every wizard knows every spell in the TOmb Kings magic section. Also, every Lord/Hero sans the Icon Bearer has the ability to cast some kind of incantation.
P.S. And yes the Slann were the first to get magic. The Old Ones made the Slann, then the Lizardmen. Later they made the elves and gave them magic. Read the BRB the chronology is in there somewhere.

Lizardmen have the best magic. Seriously, slann mage priests are gods, they are sooo good. High elves come pretty close up there, but so do several armies, even skaven can be very potent in the magic phase.
I'd Say it goes something like:
Lizardmen, high elves, tzeentch, skaven, VC and TK, dark elves, slaanesh and nurgle, ogres, empire, bretonnia, wood elves, dwarves. Tell me if I forgot anyone.
High elves are a pretty powerful army though, and they do excell in many regards, ok, so their cavalry aint grail knights and their infantry aint chaos chosen warriors but they get it pretty well off. Brillaint magic, very cheap and powerful magic items, 3 ranks spears, nice bolt throwers, brilliant swordmasters, nice great eagles, core heavy cavalry...
EDIT: And whoever told you that high elves had magic first and gave it to the other races, they were wrong, the old ones gave magical powers to the slann, who had complete mastery over it (like 10x more than they do now) before the elves and such even existed. Lizardmen had magic first, long before the elves, and the elves are rookies compared to the slann. Put kroak or mazdamundi against teclis and see who comes out on top.

Stone speaks the truth.
You are all forgetting Wood Elves! With just one spellsinger I can move the tree stand in the northeast corner of the board. With a second spellsinger I can move it again! And if I field a treeman, then I will move it another inch! So watch out for that northeast corner of the board for my trees are coming to get you!
Okay, in all fairness. Treesinging can work. Sometimes. Other times, it's just useless.
Okay, so they are the exact same spells every time (everything from High Magic and the Lore of Life), and you need your oponent's permission to use her, but 13 is more than 8
But I agree in general, the Lizards magic is top. We High Elves are in second though, which isn't too shabby. Your friend's point about High Elves giving magic to other races is slightly true in that Teclis, Yrtle and Finreir tought magic to the men of the Empire and set up the Colleges of Magic. But men are the only ones to learn magic from the HE. The 8 regular lores in the rulebook are also based on the magical traditions of the HE.
Thou shalt remember:
Warhammer Fantasy armies do NOT have Codices. They have Army Books.
