Go for full magic dominance. 2-3 Mages w/ scrolls and bound spells,and the archmage w/ book of hoeth. THe book of hoeth is an absolute godsend. Its one of the most powerful wizardly items in this game easily. Take out the two silverhelm units. Put in 25 spearelves and 20 Swordmasters. If you dont have enough points for these changes once the commander and silver helm units are gone,i reccomend dropping the archer units to 10. Maybe take out an eagle.

Yes if you go magic dominance then you will want a solid defence. Get spearmen instead of Silver helms and add the bound spells as said. I wouldent recommand swordmasters though. there a bit vulnarable

Dont take Book of Hoeth and 2-3 other Mages. That doesnt really work out that well. Sure, the Bookmage will toss out 1-2 Irresistable Force spells per turn, but your other mages' spells will get dispelled, as your opponent will have more dispel dice to waste on their spells, since he saves them on your IF castings with the Bookmage.
Rather take 10 lvls of Magic (1 lvl4 and 3 lvl2), give them Annulian Crystal, Jewel of the Dusk, stick a Banner of Sourcery in a unit of Swordmasters or something, and behold the wrath of tons of spells. This should give you 12-14 power dice, and Im sure thats enough.
IF you are going magic heavy, which IMO is too risky...

if you take an archmage always go for complete magic dominance, commanders dont help all that much by themselves anyway, i would take 3 lvl 2 mages instead of 3, no point in going half assed. Annulian crystal is hardly needed when your cranking out 7 dispel dice a turn. I would take sigil of asuryan or starwood staff instead. i agree about the new units of spearmen, but i dont thonk swordmasters would be a bad choice either, spear men arent any less vulnerable and swordmasters are good fluff when used w/lots of mages
My point was that if hes going to go for a high mage,he should go the full mile. If you have 2 mages and 1 archmage,2 scrolls and bound spells,you will own the magic phase.Otherwise,you have 6 powerdice,in an army where mages take up 600 or so points. Anyone can take down 6 powerdice. Even armies with just a scroll caddy.
Problem with that list is that i don't think there is enough magic power to cause enough damage to the enemy before they reach you. Some of the risks of magic are miscast which can wreck you plans and stronger magic armies (Vampire Counts, Lizardmen, Tzeentch) Take a silverhelmn of the unit of 7 get rid of 12 Archers and take another unit of Silverhelms, they will do far more damage.
