There are some issues with this list.
1) BSB can't take a shield.
2) army is too slow and the main units will be easily avoided
3) lord and his unit. The lord is a major point sink. As most chaos lords are but you have a problem with him being in a unit of mauraders. The fact that he is franzy will hurt you. Opponents will frenzy bait the unit to setup a counter charge the counter charge will be on a sopt where the lord will be out of combat and the mauraders will break and your lord will be a very expensive spawn. you could just charge him to prevent that but then your lord will be out of the unit and and easy target for shooting and rank and file units.
I think the problem in your list is that you want the best of both worlds. You want a horde army but don't want to give up the hard core elements of chaos. This results in a list which is neither. It's not a list which can overpower an enemy with sheer numbers and it also has to few dangerous things to really stick to an enemy in close combat.
Also I would be reluctant to setup the lord like that. Helm of many eyes seems like a worthless risk on something with that high of an initiative. I understand you want it because of the great weapon but a better option would be to take a flail instead. You in general only need the str7 in the first round of combat which the flail does for those chariot. This way you save 48 points and risk of suffering from stupidity.
Sylvester is right frop the helm of many eyes, it is really only ever any good on undivided characters who get the re-roll for the stupidity test.
Gaze of the Gods is also somewhat of a risk as you could easily lose your lord if you are broken in combat.
I would keep the battlestandard bearer in the unit of warriors where his banner will be better for keeping the rest of your army in the fight and then put the exalted champion in with the chosen knights.
On that note the Chosen knights are a bit of a points sink as well. Against an empire or dwarf army with a lot of firepower they are easy points which you will loose very quickly. Drop them back to normal knights with the MoK and they will do just as well as undivided chosen knights especialy if joined by the exalted champion.
With regards to your maruaders you are better of spliting them into two units of 24 and 25 both with full commands as they will be a lot more survivable and harder to break.
Basically life sucks, there is only war and you're probably gonna get eaten by Tyranids, have fun.
