Got a tourney coming up, 2400pts. restrictions are as follows:
No more than 12 dice used (not at a time, used). Max +2pd/2DD a turn, not counting chanelling. Infernal puppet counts as 2/DD a turn, Dispel Scroll counts as 1
Sixth spell in BRB lores can't be cast on boosted version.
WoC Restrictions: Hellcannons are 0-1 choice
general restrictions: unit-size depends on cost, can't remember 'em excactly but it's something like models costing 6-10pts are max size 40 and models costing 10+ is 30 max.
Don't ask, it's a danish tourney arrangers thing.
Anyways, on to the list:
Sorcerer lord of Tzeentch, level 4

Talisman of preservation.
Word of agony
Not much to say here, 1+ armour save, 3+ ward save, generates an extra pd each turn. Word of agony is there to save him from charging characters like alter nobles, vampires with lycni-thing, assassins etc.
Sword of striking
Book of secrets
Can't help but feeling this guy is to vulnerable and would be better of with a wardsave, even if the book is nice and gives access to shadows.
Sword of swift slaying
My warmachine hunter, got asf for when he fluffs his rolls, works pretty well so far.
Hits things over the head, even if they die in droves. Not entirely sure about these dudes yet, but need to try them a bit more
A tarpit unit, not sure if they need LA. Same as above really, not used marauders much yet in 8th, so need to try 'em out more

Need a different banner, seeing as magic weapons and flaming don't stack, brainfart on my part. Is MoT optimal on these guys when they don't have Blasted Standard?

Now, I'm thinking it would be benifical for me to change my sorcerer lord into an unmarked guy with Lore of shadows. Not sure if I need a support caster. I like the guy on disc to hunt warmachines and small units. But what about my units? Should I scrap the marauders or perhaps the Warriors of nurgle? I seem to be missing something to deal with big theats ala the steam tank (not sure I'll be facing a lot of these as they're restricted into oblivion pretty much, but need to prepare for 'em anyway) The flaming banner would also be nice against regenerating beasties. Enough of my babbling for now, comments and suggestions more than welcome
With just 12 power dice you really only need book of secrets.
I'd go for a Chaos Lord that can throw out a HUGE number of attacks and destroys their unit while your champion plays challenger.

9 attacks, always strike first, str.5 with re-rolls to hit. There shouldn't be much left for your warriors to kill after that (I'd give the unit AHW/MoK/Razor-Standard for extra pain).
Any attribute testing magic wont hurt you, and you get LoS for magic missiles, even if they do get lucky u get a +2WS against the first hit. By that time you are up close, and it's time to get personal.
Makes me smile just thinking about it.

I did briefly consider a killy lord, but dropped the idea. I'm guessing I'd be hurting in a competetive environment with "only" a level 2 or 2 for magic defense. I'm expecting to see a lot of Dark elves, skaven, lizard men and high elves, pretty much all with level 4's. That being said, I'm gonna try out that lord at some point
Keep the lv4 for all the reasons you stated.
Try using the hell cannon in a practice game or two as a monster that rarely shoots. He's less hit or miss at that point, 12" movement, T6, 4+ armor, thunderstomp, unbreakable. Yeah he gets the job done.
Should I turn him into shadow though? And I still feel like I'm needing some punch
May I suggest a block of 10 Knights w/ Command, MoN, & Rangers Standard?
Also, in an answer to your question about the killy lord, I run a lord w/ MoN, Chariot, Filth Mace, ToPreservation, & Enchanted Shield. He has always worked well for me but he has yet to out-preform my expectations.
Incase you haven't figured out yet, I run an all Nurgle list.
But, if you really want to be that guy, run Sigvald in a block of 30 Slaaneshy Chosen w/ the Banner of Swiftness and Halberds.
For big threats, you have your Cannon or a tarpit regiment. Big beasties are actually something that give WoC a hard time, since most of our troops are too expensive to tailor specifically for killing heavies, and we do so extremely well against hordes. If they're capping regiments at 30, certain Warrior or Marauder builds will put out a 1:1 attack ratio!

Well, after some long days at work, I've finally had some time to look at my list. Came up with the following:
Sorcerer lord, level 4 (heavens or shadow, need to test heavens)
Collar of Khorne
Iron Curse icon
Not the most survivable build I guess, but going in with the warriors should help a bit.
Talisman of preservation
Survivable and still hits pretty hard (nice build there Pinkus )
18 warriors with shields/hw
Not to sure about these dudes, but got loads of attacks and a 3+ as against shooting

Banner of rage
5 x chaos trolls
Never tried these, mostly for giggles, guessing I'll put 'em on a flank next to my general

gives me a grand total of 2399pts spend. Now, I know lore of shadows and love it, but wanna try out heavens, see what it can do. I'm considering ditching the level 1 and the trolls for something else, perhaps some chosen or a another group of warriors. Haven't run 2 groups of knights in a while, looking forward to seeing them in action. Warriors of tzeentch are a great anvil, so they're staying. 14 khornate warriors might be overkill, time will tell. Read a lot of good things about that BSB build, so also looking forward to seeing him in action. Thought/comments? Better or worse than before? The list was inspired a bit by Pinkus' 2500 list for tourney, but I'm not much one for solid blocks of marauder horsemen, so changed that a bit. Nor would they be allowed in the tourney for that matter.
edit: I'm a retard. Forgot to actually pay points for the MoT for the knights. So, the level 1 wizard I had is gone, in with MoT for knights and bumping trolls up to 5

The trolls will NEVER stay next to your lord all game. It won't happen. I had a block of 6 tear through a unit and overrun past my general. Then went stupid for 2 turns and got flanked by a cheap chariot who broken them and ran them down.
Keep your BSB in your raged knights and warshrine that unit. Trust me that unit will win games by itself. They just destroy things.
The lv4 isn't really made to stay alive by himself. He's made to make sure the unit he is with stays alive. Magic is hit or miss, but keeping your warriors alive is always good.
I'm actually thinking of trying out a lv4 slaanesh instead now, but I'll admit I've been itching to try heavens. The rerolling 1s on a knight unit makes them just wrong.
