This is my second attempt at a 2000pt army list. From the last list I'm dropping the hellcannon and focusing more on blocks of troops. Festus goes with Khorne warriors, sorcerer lord with HW and shield warriors and BSB with chosen.

Warshrine - 130
Warshrine to boost chosen and get 4+ save and something else.
There is no guarantee that you will get the 4++ on the chosen with only one warshrine.
I know, because I found out the hard way. You might hit it on the first try, but you might also never get it, it's not a full proof plan.
You need 2 or more to get some guarantees, and even then a Irresistible Force Dwellers, Final Transmutation, Gateway (etc) can ruin your day.
On that note, why pay points for an item on your bsb that gives you a ward that is worse than that he can potentially get from the Shrine (I know he will not profit from the Chosens natural EotG roll).
If you only give him a HW/shield he has a better save (3+ instead of only 5+) and is about 30-something points cheaper.
You then pay more points to give him a measly mr1. Which they can also get from the EotG (but then better, worth noting is that him having a mr doesn't mean you get to re-roll!).
If you give him the Collar of Khorne, he has the same ward save, a better armor save, and a better MR, for half the points.
Or just give him the Talisman of Protection and put him in the Warrior unit, and the sorc in the Chosen unit (and hope you get the 4++ from the shrine).
Another point I would like to point out is you Marauder unit.
While a horde might seem awesome, they rarely make it into combat with enough models alive to call it a horde.
Get a fourth rank, so you can absorb some casualties while still retaining your attack potential.
Or deploy them is 6x5 (or 5x6 for that matter) to profit from steadfast (this might have been your plan, in that case ignore this part).
The Rapturous Standard is almost to good to leave home. Look it up.

Just so you know, ward save is certain with a warshrine. You get to reroll all except 4/5 and if you get 1 of them w/ chosen roll you can reroll all with shrine and if not you have what you want anyway.
Tzeentch gives bsb a 4++ save and nd the shrine to make 4++ roll certain on chosen. MR is to boost chosen's ward ave to 2++ against magic.
Good idea for the Marauders, I'll be sure to keep that in mind. I didn't think marauder units could get magic banners though?

Pre game roll, (re-roll 2 and 7)
4 and 5 can not re rerolled.
Shrine, assuming you get a 5 on the free roll.
You can not change a 2 (read the Favor text) neither can you change a 7.
If you roll a 8, you can get (7) nothing, ( Mr3 or (9) +1ld.
So even with 27 warshrines, you still have no guarantee that you get the result you want, as long as you keep rolling 2,7 or 8.
People seem to forget that the special rule the Chosen have, does not extend to rolls given by the Warshrine.
If you'd read the chosen description, 2 & 7 are always rerolled on theirs. Ergo, they can always get 4++ save.
The reroll is only on the initial EoTG roll, that's quite clear from the chosen description Hence it's not a foolproof plan, but it's certainly close if you include 2 warshrines
Correct me if I'm wrong but, your heros have to be 500 points or less and Festus is considered a hero.

You're a point over, which would disqualify you from any tournaments, and if most people know that you've gone over, they'll ask you to drop something somewhere so that you're under. The PVs are a limit, not a target. You don't have to land right on them, but you usually can't go over them at all.
As for the Marauders- why the MoN? -1 to hit in shooting is cool, but that's an expensive upgrade for the unit. If you're willing to spend that much, why not go with Khorne to net some extra attacks and be immune to psych? You also don't really need a full command on them either- just a Champion if you plan on having Festus run with them, so that he can take the challenges that Festus doesn't want to mess with. I never expect my Marauders to last through the game, so I usually sacrifice their options first when it comes to a points crunch. Knocking down their Standard Bearer would bring you back into the legal limit.
Maximus has given a lot of very good suggestions as well, so +1 everything he's said, if you were waiting around for a second opinion. The only place I will offer to differ is in the Marauder Horde. You can always blow for a reform if you lose your options for extra attacks. I usually use Wulfrik in place of Festus, so that I get to the battle without taking a ton of casualties. 30 MoK GW Marauders will tear apart anything they hit. My Lizardman friend hates them for being able to show up and remove a Saurus regiment from the field in one round.
I'm trying to include Festus and the shadows sorcerer for the combo with curse and enfeebling/withering. 2/3 chance that t3 or lower units are instantly dead, with no saves whatsoever. I usually use this list just for friendly games in which we allow a few points over. Putting Festus in a block of troops keeps them alive longer and with MoN, it should be harder to get to him. Nevertheless, marauders with wulfrik sound like a good idea, maybe even with rage exalted instead of MoK.
