I want to make nurgled maruders (for fluff since they cant have MoN) and the army book isnt bad on ideas. So i was thinking of geting a zombie pack too so i can make nurgle guys. The only thing stopping me is weather the zombies have smaller bases since i want to make the maximum for a cheap cost.

Zombies sound like a cool idea for Nurgle guys. However, unfortunately they do have smaller bases. Marauders are the same as Chaos Warriors, 25mm. Zombies are only 20mm. You could always buy marauders and zombies, and combine bits?? Then just buy a load of spare 25mm bases, they are pretty cheap.
I would just do zombies on 25mm bases. Mixing parts is not the greatest idea. The marauder scale is quite a bit larger than other humanoid GW models (even larger than marauder horsemen).
Imagine how a nice strong marauder who is 'gifted' with one arm which seems to rot away... The skin is stripped and it starts to decompose leaving him zombie like...
Yea you can mix the parts

In the Hordes of Chaos book, p.77, they have even depicted nurgle marauders, although it seems to me that they have used only the zombie heads at most.
Well, although the marauder torso and the arms are a bit bulky to combine with regular humanoid parts without help of a bit greenstuff (or just place one of those shoulder pads so that the transfer from torso to arm is hidden ) , the heads are easily interchangeable (within my marauders are some white wolves' heads for some variation)
It ain't easy bein' green... :-)
