well, there's been a bit of a flurry about that lately. The new HE dragon model that came out is on a chariot sized base (50x100mm). The older models have them on 50x50mm monster bases. People have suggested that maybe GW is moving all the big monsters up to a bigger size base (new giant has a 50x80 instead of the old 50x50) but nothing definate has been published by GW yet. 50x50mm is obviously more advantageous for the user, and that's what I would go with for now since that's what most of the models (chaos, wood elf, nightmare dragons) come with.
Screamers are on multiwound flyer bases (40mmx40mm)
Screamers may get new models though or something here in May when the new demon book comes out, I don't know if that's worth waiting for. I know the Lore of Tzeentch is getting a big boost.
For the time being you use the standard bases sizes that came with the models/are specified by the base chart available to GW.
(Cock ups can happen. For years my Chaos dragon was annoying unstable since I hadn't noticed it had been packaged with a 40 rather than 50mm base)
GW may be aiming to put dragons on bigger bases in the long run, but for the time being sticking with what it comes with is acceptable.

I think ill base it on a 50mm and try and gt the model to be as upright as possible. Maybe climbing a rock or somthing. I might try and weight the base too.
