Are there any differences between the 2002 edition of the hordes book and the more recent version with the orange/red border?

Nope, no difference. TKs got the same treatment, new 7th ed army book border just placed on the old army book. I was hoping that meant TK wouldn't be getting redone... but since HoC are then i guess there's no escaping it
