why is this army lacking both skrimishing units AND archers?
I think forsaken fit the bill 100% for a skrimishing unit but they aren't?
and why no archers? hell cannons are too expensive and take up a rare choice to be used in most lists. not to mention i think the model for them is fugly. I'd love a crossbow unit, I mean REALLY, we ARE the main badguys, you'd think our list would paralelle the empirelist more closely. even put slings as an option for marauders, I mean GEEZE.
With regard to shooting, it's just ... always been that way. It's one of the key weaknesses of the army. Chaos (Warriors) are all about the close quarter butchery. The Hellcannon and hand axes/javelins are pretty much the extent of our missile fire (and the Death's Head ... and magic missles ...) But what we lack in the shooting phase we make up for with some of the hardest CC units in the game, and arguably the best core warriors in WHFB.
I agree that Forsaken would have (and maybe should have?) been ideal skirmishers. In their current form, they're a unit without a place, really hard to justify in any list. I almost think they WERE skirmishers at some point in the testing phase, but were altered due to overpowerdness. Unfortunately, the devs forgot to compensate for the loss of skirmishing, and left us with a somewhat pointless unit. I'd love to be shown the error of my ways in this regard - I love the IDEA of Forsaken - but the point cost is just too wonky. That said, I intend to playtest the stink out of them with placeholder models. I'll give them a fair shake in several games. Who knows? Maybe I'll uncover their secret.

The Chaos Warriors fights to prove themselves to their Gods, and they do that in close combat. Marauders are mostly cowards and will only engage enemies via missile weapons if they have a fighting chanse to get away quickly.
The Hell Cannon crew is made up of mercenary chaos dwarfs, so no warriors or marauders.
To give the Warriors of Chaos skirmishers or real archers would make the army overly powerfull. It can't be combined.
Forsaken are warriors who are on the verge to spawndom. They are herded together into units who are then set loose on the enemy. They are not allowed to roam free like skirmishers. The truly sad thing with the Forsaken is that they fight to save their souls and bodies from the ravages of mutation as well as for pure survival and to slake their bloodthirst - but the more successfull they are the more mutations are lavished on them and they tread further and further down the path towards spawndom.
