I've been looking at different threads and I see different arguements, but I'm still not sure which combo of characters would work better in a 2250 - 2500 game.

I still have yet to actually buy any heroes for my army, and I'd like opinions before I go out and buy something that I would rarely use.
honestly, you're getting more bang for your buck with the exalted hero on juggernaught,
either way I'd pick up the tzeentch lord on disc and khorne lord on juggernaught models, they are both super super cool!
also, the empire battle wizard box set is super easy to convert to chaos sorcerers, and it's quite cheap considering you get two models out of it!
Chaos Warriors (2009) 16-4-9
You are best off with a L4 Sorcerer Lord, a L2 Sorcerer (Scroll caddy) and an Exalted hero of some description such as an exalted hero of khorne with a flail and Bronze Armour of Zhrakk on a Juggernaut (You really can't get more survivability for an exalted hero than that).
Three characters is quite enough for chaos armies of 2250 points or less. You really want to have as many points for the rest of your army without overloading on characters.
The rule of thumb to remember with Chaos (Be it warriors or daemons) is not have the total balance for characters exceeding more than one third of the amry list total. Exceptions to this are if one of those characters can perform a role by themselves as well as or better than a unit would be able to such as a tooled up chaos lord on a chaos dragon instead of a unit of kitted out chaos knights.

I'd say they'll make great conversions for chaos sorcerers. Just a bit of GS here and there and they'll looks Chaos enough!
Another idea is from Lord Borak, to convert Chaos Knights (the riders) and make them to stand (see his Warshrine Conversion thread) and fit them some kind of staff. They require more converting efforts, but may be cheaper and look unique on table
On topic, I personally like to buff up on magic since WoC guys are inherently great at cc. Option 1 sounds better to me, although I personally use an Exalted on Disc rather on Jugger for warmachine hunting. If I absolutely, definitely, positively need a tooled Chaos Lord to counter a cheesy Lord enemy, I'll put him on a Dragon. Its overkill but thats just me
How odd, thats what i'm just painting lol. Yeah they do, if you change the staff tops for chaos stars (the banner tops for the warriors fit purrrfectly) and use helmeted marauder horsemen heads you're pretty much sorted. plus that set somes with lots of chaos stars,chains,skulls etcwhich is always handy

Sorcerer - Level 2, MoT, Disk, Talisman of Protection, Power Familiar
Sorcerer - Level 2, MoT, Third Eye, Book of Secrets
Exalted Hero - MoK, Juggernaut, Chaos Runeshield
2250 - Tournaments
Sorcerer Lord - Level 4, MoT, Disk, Golden Eye, Skull of Katam, Book of Secrets, Conjoined Homonculus, Bloodcurdling Roar
Sorcerer - Level 2, MoT, Disk, Talisman of Protection, Dispel Scroll -or- Power Familiar, Third Eye
Exalted Hero - MoT, Disk, Armour of Morrslieb (to ensure he can get to the war machines), Flail, Shield
don't put BoS on your sorcerer lord, chances are he'll be a pair of smoking boots by magic phase 3.
it's more effective on a magic user that throws less dice, as the chances to miscast are lower
