I have never played against a skaven army and me and my friend are finally going to play this weekend. He swears he has me beat with his 1500 pt. skaven army. I wasnt too worried at first but after seeing his army list i feel like im going to be flanked/rear attacked to death and made a mockery of. I was seeking some advice for this weekend. Thanks guy!
Challenge and kill their leaders. Take items that makes your characters immune to poison. Use hounds/horsemen to take out their warmachines.

Dragon Ogres are gold against Skaven. They are immune to alot of their ranged attacks, and their good movement, strength, and number of attacks will do a good bit of damage against Skaven. Fear causing doesn't hurt either.

You HAVE to get them in there flanks to get rid of the leadeship bonus they get for every rank so I suggest lots or knights and a unit or two of DO. Beware the rattling guns the can destroy you so screen with hounds( I found this out the hard way). Spawn wouldn't go amiss to hold them up and flank.

Oddly, Skaven have really GOOD leadership. They're only LD5, but when they're ranked up that goes to LD8, LD9 if theres a character nearby so you're fighting a hoard army with the leadership of dwarfs. As previously stated you need to get rid of those ranks to lower their leadership and break them, even hounds in the flank to do it.
I love my hounds against skaven, the Jezzails are absolutly evil. So use your hounds and fast stuff against these boys, They'll make chaos knights cry with their Strength6 armour peircing 36inch guns. So get these boys quickly. All their artillay is nasty, so use your fast cavalry to charge them.
Their magic is pretty nasty too, those warplock engineers are just nasty so try and pick those boys off aswell. Luckily their magic is lightning attacks so as Blacksheep said Dragon Ogres are brilliant. and at str5 with 2 handweapons they'll happily get to combat and scyth down skaven.
Slaanesh Magic is pretty cool though. Hell shriek is nasty against them. Every unit within 18" take a panic test? That should break at least a few units and their artillary so maybe investing in a Slaanesh Sorcerer or two.
If you can get rid of the artillary and weather the magic you should be sorted. Their infantry really is no match for chaos infantry. Chariots always make an impact against them too Plus they're tough enough to weather their guns.
You want to use a refused flank. Have your fast hard hitting units on one flank with the warriors in the centre. With skaven you need to hit them fast and hit them hard to deny them an opportunity to use their firepower and magic against you.
I will also add my voice to just how good dragon ogres and chariots are against skaven. They absolutely rock as they are resilient and cause a good number of wounds. It is however best to follow up the chariots with the infantry as soon as possible.
Basically life sucks, there is only war and you're probably gonna get eaten by Tyranids, have fun.
A Hellcannon might be useful here as well, with the panic checks at -1 and decent damage. Against Skaven, you should scatter into something with all those units everywhere.

the infernal puppet/black topngue combo might go well here against his casters. other then that? I'd take two 15 man units of warriors with mark of nurgle and shields, good luck killing anything with skaven, and their slaves will bounce right off you into their own units, causing mass panic checks and yes, kill his hard stuff and flank him like whoah, a giant might do wonders for you and a hellcannon could make htings very funny indeed with his massive units, even if you scatter youll hit alot of rats, which could also cause mass panic.

Really, any fear or terror causing units you have will turn out to be super valuable. He'll really outnumber you, but I'd only worry about his magic and shooting (especially stuff like poison wind globadiers- stay away from them with your knights). His characters can lead from the backs of his units, so you shouldn't rely on challenging to get rid of them. Do your best to outmaneuver him- flanking his units will remove his only real advantages against you.
Otherwise, it really depends on what type of skaven army he's taking. I'd be sure to be cautious of lots of nasty shooting though, and a lot of it won't need to roll to hit, so nurgle won't be a save-all.

The hellcannon would be simply amazing against skaven, as would be things like the doom totem.
