That can never be good.
Well i usually play 1,500 points so in the army i have:
Exhalted, Mok, Shield, Axe of Khorne, Favour of te gods, Fury of the blood god.
15 Warriors, additional hand weapon, Mok, Full Command.
10 Warriors, Shields, Mok, Full Command.
10 Warriors, Shields, Mon, Full Command.
5 Chaos Knights, Mok, Full Command.
5 Chaos Knights, Mon, Full Command.
If he's beating you with magic, add a scroll caddy.

The stars in my army against High Elves are my chariots. Impact hits will go before their strikes first so you'll flatten what ever unit you hit. They generally work better in pairs so you're not just leaving it to chance with the impact hits. So i'd consider chucking a pair of them into your army.
As a note, You can't have fury and the blood god and Magic items. So that'll need to change. Sorry dude.
A lot of frenzy here, and HE are the perfect army to exploit this. I'd say go with MoN or MoS and add some magic defence. The key to winning is not to let him dictate movement and do NOT respond to his moves. That eagle behind your lines is not that dangerous, only in your mind.
5000p. High Elves
Hellcannons are murder against High Elves, also against high elves running Khorne warriors with Hand meapon/shield is nice your going to wound them on threes ALWAYS, and have a 2+ save in combat to boot so the minus 2 or 3 from their great weapons leaves you with a passable armour save.
dump the mark of khorne, put you two units of 10 into 1 unit of 20. This will win you the game.
Warriors are too resilient to go down to high elves. The elves can't kill enough to make you break if you have a rank or two. If you get to attack back, unless he's playing all dragon prince armies, you should do several wounds back, keeping you in the game. Because of your superior toughness and armor, you'll eventually prevail.
Nurgle will cut the amount of hits they do down significantly as well. If he is using magic, drop your exalted and take a nurgle sorceror. He's cheaper and you have plenty of fighting troops to get your kills anyway.
like others have said, Nurgle works great against HE's
my main army is Warriors and my main opponent is High Elves, they aren't an easy matchup for our normal armies due to their always strike first and similar weapon skill compared to Chaos.
Marauders should be only taken in big blocks against them, throw the MoN on them and you have a decent tar-pit that can hold, but with them hitting first each turn, you will mostly be relying on numbers / ranks and banners for static res, as more than a few marauders will die each turn in combat (no shocker there)
Knights are murder against high elves, I've gotten to the point where I don't even screen my knights anymore, just turn them loose. 2-3 units works well, doll one up with MoN + Banner of Rage and I usually just run the rest MoN. Chariots or Dragon Ogres usually round out the rest of the specials. I like having a 3-4 strong unit of Dragon ogres incase you see a Star Dragon or something beefy out there, and even when they hit a unit of spearmen they will mow down tons with that strength 7.
I'd take a couple of 12-15 strong units of warriors (I wouldn't mess with chosen to be honest) and throw a MoN on there. A sorcorer or two with MoN can pling away his heros or at least make him burn through some dispell dice and allow you to defend some of that magic. A BSB with Banner of the Gods in with the unit or Marauders is nice for holding the center. Elves have good LD on the Terror tests, but making your units around there stubborn can help absorb some of the bad luck from dice rolling.
I've found that Marauder Horsemen and Hounds not to be worth the points, the ASF mows down tons of them when they do get into combat, they just dont have the armor to stand up and I think those points are better spent on our harder troops.
They are a good army to throw our "elite stuff" against, since they are bringing small model count too.
watch out for a big unit of Phoenix Guard though, that is their tarpit unit. Usually 5 wide and plenty deep, with a mage or something in there to be protected.
All in all, I wouldn't say its a great matchup for chaos, but if you know you are facing HE's then you can at least hold your own, if you get surprised with them, it can be pretty nasty for a marauder horde army.
I play high elves so here is what I think you should do
1 Add scroll caddy.
2 if he is using an eagle add marauder horsemen
3 Swordmasters will kill even your warriors unless you use nurgle except you have 2+ save and he has s5 with ASF and 5+ armour.
If you could give us an idea of his list it would be better and we could help you more.
Daemonic cheese-how? Well, you would need to start with daemonic milk, i guess...
