I am looking to get into WHFB, and still trying to decide on what army route I want to go. Some battalion sets I hear are not as good since most of the stuff in them is useless and only about half of the units can be used to make a decent starter army. I was wondering what the feelings are for the WOC battalion set and what stuff I should get afterwards to get me started, along with what units are there in the set that are essentially useless and I am just wasting my money by getting the battalion.
sorry to burst your bubble on high elves. they released some nice models, but the battalion is all old stuff. Most of the stuff you would want would be in metal which is more expensive/old sculpt as well, but ebay has them a little cheaper as well as other online dealers.
The Chaos battalion has more new models and more of their models have just been redone. It still depends on what kind of army you want to bring to the table, but marauders, knights, dogs are all good choices. Some people like all cav and some like a mix. I think the battalion has a really good deal going in that you get a ton of models and you could easily make a list with them. I'd think you'd still want to get some marauder horsemen as they are some of the best new model sets out there and fast cav is always useful. Chaos battalion is a great buy in my book
I also endorse the Warriors of Chaos Battalion box. Can't go wrong for a nice balanced list. First on the lists of models to buy after would be heroes and marauders horseman.

So overall though the WOC battalion is a good set, just gotta add in a hero/lord and a unit of maurader horsemen and id have myself a decent starter?
Yeah I think most people would generally agree that the best hero to add would be a sorcerer, preferably (for most) nurgle or tzeentch. This is basically what my friend did, he plays WoC very effectively now. Everything in the set would be useable and effective, maybe have the dogs in 2 units of 5? Just the stuff in the box will give you a bare minimum of 532 points but you would probably have realistically in the region of 750+ with more equipment/command/marks. I'd say the battalion is a great place to start, you'll soon have a legitimate 1k army

on top of a hero, is there anything else that would be good to get from the start?
well, you could actually convert your own character from a leftover chaos warrior if you wanted. They're all wearing chaos armor after all. There are plenty of different heads and arms to creat a sorceror or exalted hero from the bits.
You can't go wrong by getting another unit of Chaos Knights.
A batallion set, a sorcerer model and a hero model and you're all set for a good game.
The battalion is brilliant, i still use at least some of all the regiments you get in their (i only use 5 dogs in my current list and 13 marauders). I would also suggest if you have the finances to buy a sorcerer, hero and then a box of marauder horse and if you can spare another £13.50 a box of knights
this gives you
10 knights (2 regiments of 5)
5 marauder horse
20 marauder foot.
Not shabby at all and well on your way to 1500 pts. If you want to, you could use a couple of the knights to create a mounted hero (very easy to convert and looks ace) and a mounted sorcerer (bit more effort but still look great). That still leaves you 8 knights for one chunky regiment, or you could drop the number a little and field 6 ad then keep the spare parts for things like converting your own warshrine!
all in all, the batalion is the best starting point for WoC unless you are going to do all cavalry, in which case its not .
