Welcome to Librarium Online!
Hi, ive recently bought a new WoC army and im due to play a friend of mine with an empire cavelry army which has soundly wooped my last 3 go's at it. I'll be up against something like; Karl Frans, about 3-4 units of 5 core knights, inner circle knights, at least 1 steam tank, mabye 2, outriders and alot of priests.
Any suggestions on tactics or models to include in a 2k-3k list would be hugely appreciated, im desprate to see those empire ponys trampled

Slaanesh lvl4 on a Dragon, with the spell familiar and diabolic splendor. Ecstatic Seizure will kill knights, if hell shriek doesn't panic them all first. Chaos knights can probably take a charge from most his knights and deal more damage than they take. That's if they pass their fear check.
I don't play special characters, so I can't tell you how to beat karl franz. I'd imagine he dies just as fast as anyone else to a well time Infernal Gateway from a Tzeentch Demon Prince with tendrils of tzeentch.
But yeah, get a flier, maybe a lvl2 tzeentch on a disc and put blood curdling roar on him. Just follow behind his knights and you should pick off 1-2 a turn. Odds are you'll get at least 1.
What models do you have?
I think a lot would depend on whether mr franz will be riding his griffon or his dragon as well.
I'd be very tempted to fill all character slots with mages, except for one which is a BSB with banner of the gods. have a large block of warriors and a couple of units of flank protecting knights and a unit of DOs with great weapons who's soul purpose in life is to destroy the stank.
the outriders could cause you issues. they'll bait and flee persistently so just keep warhounds or horsemen pestering them so they can't shoot anythign valuable
watch out for van horstman's on a WP/AL
Karl Franz is usually on horseback, he likes to stick to the cavelry theme. I think i need to invest in some discs of tzeentch and some dragon ogres, it would have to be quite a squad to take down the steam tank wouldn't it though? I'm just used to shooting it with dwarf cannons
str 7 dragon ogres will hurt it nicely. They also act as very nice can openers.
1. Lord on a demonic steed, with the chaos runesword and the enchanted shield.
2. Exalted hero (MoK) on a Jugger, with the sword of battle. Just let him run amok ;D
3. At least two blocks of chaos warriors (15-20 models ), with a full command. Give them addition weapons/ MoK, or with a shield/ MoN.
4. At least a unit of chaos knights ( 5-10 models ), with full command. Keep their ensorcelled weapons, and give them the MoK.
5. Two units of marauder horsemem, flails, and full command.
6. A unit of four dragon ogres with great weapons.
7. A shaggoth with great weapon ( if you can afford it ).
8. A chariot or two.
9. Hounds and spawn are optional, but useful.
A. You want your opponent to charge into, and hopefully be bogged down, by your large blocks of warriors.
B. Use your knights, horsemen, hounds, chariots, etc to flank these units. Ripping away their rank bonuses and limbs with equal measure.
C. With any luck, the random movement of your spawn should throw a wrench in your opponent's plans. An unexpected charge, or blocking the steam tank's path, are just but a few.
D. The jugger is your ace-in-the-hole. Steer him in a direction, and let him do the rest.
E. Your DOs, and shaggoth, should be hunting down the steam tank(s).
F. Your lord should be with a unit of knights, and hopefully aiming for Franz. If he's on a monster, feel free to charge right in! This lord setup is used by me to take out characters/monsters, and should give your friend one nasty surprise ...
These are some tips of mine, so feel free to follow them or not.

if going for the chaos lord option, i'd go runesword and runeshield, sure you lose 1 armour save, but considering you're hoping to fight something that wounds automatically AND ignores armour saves and even possible causes D3 wounds (depending on how cheap your opponent is) you really really want to cancel that out and the runeshield does that ridiculously nicely
