I have never used WoC and I'm new to the army book, but I'm thinking about starting a WoC army. I really like the DP model. Most of my games are 2250 pts. I perused the army lists but don't see many/any lists at this point level including the prince. What am I missing? Is he a viable option at this level? What is the best kit for him? Is he worth taking if you're not going to make him a L4 wizard?

You can have 1 lvl 4 DP or you can have a lvl 4 Sorcerer and a Hellcannon (for example)
For friendlies i use a DP tourneys a lvl 4.
If your gaming group doesn't strictly prefer lists that go for the throat, you'll find that nearly every option in the book is a viable choice. However, for min/maxers the Daemon Prince offers fewer benefits at more cost than a tooled-up Lvl 4 sorcerer. Some of the daemonic gifts are pretty sweet, but the ability to take dispel scrolls, extra power die, the puppet, etc. at a cheaper points cost, sways a lot of people.
Is he even worth taking if you don't make him a wizarad?
At most tourney point values, I would say no, but it depends on your list. In large games (3000+ at least) he may be a nice addition; for 300 points, you get a terror-causing flyer that can put the hurt on fast cav, gunlines, and warmachines; stubborn allows him to tie up large scary blocks for a turn or two until you can position the combat in your favor. His high toughness, ward save, and 4 wounds also make sure you're opponent will have to commit quite a few resources to take him out.
In tourney level games all of those same advantages still apply, but you'll have to make sure you have enough killiness and magic defense. Also it either means that your General is on the other side of the board being selfish with his Leadership or only has two wounds.
Considering the points investment I would only take one as a full caster, the best setup I’ve used/seen is Level 4, tzeentch, tendrils, roar and fury. Unfortunately this clocks in around 580 points.

A level 4 sorcerer with a chaos runeblade on a chaos dragon is a just as effective, if not more so.

I would agree with JvK. I used a DP of Tzeentch in a 2500pt tournament with success, it was my first tournament with Warriors and my first one in a long time but the guy that got second ran a WoC DP list as well. DP list used to be very popular, if you check the forum there are threads about whether or not to use a DP or a Sorcerer Lvl 4, but I have seen more and more list running Dragons. They are more costly but do more damage as they can cast magic and destroy units better in combat.
