Maybe I'm just an idiot, but why would i field a BSB in a warriors of chaos army if I've already got Will of Chaos. The will of chaos allows for reroll panic checks and a BSB allows reroll leadership tests within a certain range correct? So if I have will of Chaos and a BSB and then I lose combat, do I get a total of 3 leadership rolls? One normal, one for will of chaos, and one for BSB?

Panic tests and Break Tests are not the same thing.
Panic is just one of many possible situations that calls for a leadership test. Other examples are the mentioned break test in close combat, Stupidity tests, Rally tests etc.
So the BSB is still very much effective in a WoC army =)
Edit: There are by the way two other 'new' leadership tests that are extremely important to the WoC army, namely the test to march with enemies within 8'', and the test to restrain a charge when frenzied (if you play Khorne or use banner of Rage). These two alone make the BSB worth it in my opinion.
