Why would anyone use it?

well, if you want to use a hero to hunt fast cav. and warmachines, then i would put that hero on a disk. it makes him more mobile and harder to catch. if you are planning on putting him in a unit then i see no reason to put him on a disk, but if you run him solo id do the disk (assuming you even want him to have mark of tzeentch). I've I remember correct (don't have the BRB at hand) the fly movement value is used, so the charge distance is 2D6+20
3d6+20'' minus the lowest of the die.
(Swift-stride if I remember correctly, if not, it's 2d6+20 )
So, yes he is extremely fast. More so that on a steed.
The disc also has an attack, it also adds to the defense (+1 for being mounted).
It makes maneuvering easier, just pick him up, and put him down somewhere.

isn't it like a normal unit, the normal move radius + 2D6 and not the charge radius +2D6
If you have the "fly" special rule, you glide with a movement speed of 10! and ignore terrain penalties as you fly over them. you can also charge "over" units to charge another behind them.
You can therefor marchmove 20 inches, as the normal movement value for flyers is 10.
Models with the Fly special rule, also benefit from Swiftstride special rule, so when calculating charge distance, you move 3d6+ normal move value (which is 10 for flyers.)
The "1" movement value is used ONLY if some spell/magic item is in effect which negate model's ability to fly.
