When is it best to play a keeper of secrets? By this I mean points wise.

Well you can only use him in 2000+
And he costs quite a bit so between 3000-4000 points seems a good range. Use it in 2000 and people with throw cheese at you. I would anyway
In 3000-4000 it also means you don't have to use the Keeper as your general as you can have a Chaos Lord as well.

I'd use him as a default in a 2k slaanesh demons army, because you'll need the edge he gives you, as well as the magic levels. Demons really suffer dispel wise, unless you play Tzeench of course.
In a mortal army you can use him only in conjunction with a chaos lord in 3k+.

I would use a greater daemon of any of the chaos gods in a 2000 point army, but only if I thought it would make its points back and mainly if my opponent wouldn't be expecting it
