Is it possible that i can use a maniticore instead of a chaos dragon because I really like the model.
Well, yes, in theory. You just have a problem with the Breath Weapons. Dragons of Chaos have two heads, both of which can use a Breath Weapon in the shooting phase. But since you're using a Manticore anyways... I just can't imagine a fire-breathing Warhammer Manticore. If you don't mind giving up the Breath Weapons and want a tough flying mount, go for it.
Use Light, Beasts, Metal instead of Heavens
NecroLords: Use at least one Death Mage
Brets: Use Peasants&Damsels
Skaven: Don't use Skryre SAD
If you get permission from your opponents, then you might be able to use an actual Manticore (rules and all). I think it's the Dark Elf army book that has the rules for Manticores. If your opponents won't let you have your Lord ride a Manticore, then just use the Manticore model but with the Chaos Dragon rules and point costs.
I'm currently negotiating with my opponents to allow my Chaos Lord ride a lizardman Carnosaur...

You do know manticores are in the new codex right?
You can't use a Manticore as a "Counts as" Dragon because as Dman said, they're already an option in the new Book. About the best I reckon you could do is to add a long "dragon" neck and tail to the Manticore, to differentiate it from the standard Manticore option.

The Dark Elf Beastmaster Manticore (the only current model of a manticore that I know of out there at the moment) has a long-ish spiked tail (probably 3-4 inches if you straightened it out, as it is somewhat hooked) so you may not have to change it around at all.
The wings look to be the same as some of the older dragons, and are probably your typical "plastic dragon wings".
Changing anything with the head might be kind of rough, as the way its modeled, its one piece with the body and removing that would leave a rather large "trunk" as there doesn't seem to be a good way to remove it and have a thin neck to attach a dragons head.
I think the model itself looks pretty sharp, I picked up one for the option to use with a lord in smaller games that I didn't want to spring for a chaos dragon in and am in the process of putting it together now.
The biggest problem you will probably run into, and the one that I am starting to tangle with now is how to physically mount a rider on him (and which rider to use)
There really isn't a "saddle" or any kind of impression or indentation for a character to sit down in, you will be mounting directly ontop of a sculpted portion of the beast. The dark elf character that comes with the manticore is sitting back at about a 45% angle (picture a professional bullrider doing the whole "8 seconds" deal and thats about the angle this guy is sitting at) and there doesn't seem to be much space to hold him on at.
Its a fantastic looking model, but just be warned that trying to get a chaos character ontop of him might require a bit of sculpting and converting. I've experimented with older chaos knights, current marauder horsemen, older mounted chaos lords and a mounted chaos sorceror (which surprisingly had the best "spread" and fit the snuggest). Either way it looks like, due to the wings and arm positions, a larger and bulkier chaos character is going to have a little bit of the "Ear muffs" effect, as they almost seem to end up sitting ontop of the head and not on the neck.
I think the best itself looks pretty good though and looking forward to using him!
