My friend believes that pestilence can be dispelled like a remains in play spell. I beleive that it cannot be dispelled after it is successfully cast. Could someone clarify this for me?

Hordes of Chaos, pg 43. It can be dispelled.
Presumably though your opponent would have to beat the basic casting cost of Pestilence to dispel it, in the same way as a remains in play spell.
