Are beastment worth adding to a horde of chaos mortal army? And if so, are the rules for this in the BOC or the SOC army book?
The rules for adding beasts to a mortal army should be in the BoC book, since they hadn't been released when HoC came out. And when it comes to whether or not you should use them, it's just like the rest of chaos - personal preference.
I'm a big fan of adding beasts to a chaos list. The mortals list lacks some of the heavy hitters that you can get in the beasts book. Your mortals army is probably slow, and the BoC list can really give you the speed you need.
Units I recommend from BoC:
(if of course you have special choices to spare)
Beast-herds: skirmisher screen for your more potent chaos infantry
Centigors: Very fast for very cheap! They hit pretty hard, and with T4/5+ save they are much more durable than your light cavalry
Ogres: Faster than warriors, 3 wounds, many attacks, and the ability to take heavy armor and shields. These guys are great
Trolls: Trolls with an extra attack! Also good for dealing with heavy cavalry. Stupidity and a high point cost make them slightly worse, but still very useful
Minotaurs: I don't like these guys quite as much, but they're fast, and hit hard on the charge.
Beast chariots: A bit cheaper but less potent than mortal chariots. Swap one of these in if you're strapped for points
Giant: Everyone loves Giants
Dragon Ogres: Very fast, 4 wounds, very potent on the charge
Shaggoth: He's a beast, simple as that
The Hierarchy Chaotica: Kinky Sex > Change > Disease > Blood
