who would be a better second lord at 3000pt in a tzeentch army? out of lord of change, tzeentch lord on dragon with eye, daemon prince or the dragon special character?
that really depends on what kind of army you have to begin with! please post some more details...

I would just stick to taking more units and probably an exalted champion. Tzeentch characters are so horrifically expensive that if you take both lord choices in 3k games you are likely looking at a third of your army's value being in 3-4 models.
One lord and 2-3 heroes will likely give you enough of a magical apocalypse - I would concentrate on having more units to have a decent follow up to your magic phase.
