    Staff of Change Question

Can the Staff of Change arcane item be used every time the user casts a spell or once a battle or anything like that?

You don't need to 'use' the Staff of Change as such, simply having it gives your lord the ability to reroll any number of power dice after casting each spell.

From what I understand, the Staff of Change allows the bearer to re-roll any dice used to cast or dispell a spell. It does not say in the army book that it is a one-time or once-per-turn/phase item. You can re-roll every time you try to cast or dispell.
