ok im looking to start a nurgle army at arround 1000pts with about $250cad (i usually play against high elves) what should i do??? plz help!

I'd suggest having a look through the army lists in the army lists forum, and then seeing what you want in your army.
Do you like daemons? Mortals? Do you want a lot of infantry or cavalry?
Give us an idea of what you want to do - there is plenty of variation, and you really want to get an army that you are going to enjoy.

IMHO start with basic CSMs in plastic, they provide the option of the powerfist which is superior to the Plague sword and are much cheaper. A basic unit should run 173pts for 25 bucks or so. Add on infiltrate and you get really close to 200 pts so not bad. I would get four units of those 800 or so pts and 100 bucks, a statured DP will be nice or since you'll have some leftover guys fro 4 boxes you could do a non statured dp with manreaper for free just takes some effort. IMHO get a predator (try las is best) or get a couple more boxes of CSMs and drop your heavy support as 7x havocs with 4x plasma guns and infiltrate should run about 250+pts. From there look at a single defiler, a couple rhinos (2 is probably more than enough) and maybe a Tri las pred or 2 depending on your feelings about the havocs. Good luck and have a blast nurgle is a fairly inexpensive army to build as you can see.
i like the deamons and the falling apart look and i would like it to be troop heavy with like 1 awesome lord but im broke until my b day so i cant buy the armies book for a while
I just tapped new posts and I spend alot of time on the 40k nurgle board. Just missed the fact it was under FB. I'm actualy starting FB again soon after a 15 year break, seems like it's gotten interesting, good luck.
IMO the best things about Nurgle are the extra tough characters, and the fact that you can get heavy armor minotaurs (BOC book).
Nurgle daemons are ok, but I'm not much in favor of daemons in general, except for furies.
You really need a copy of the books (HOC, BOC) before you can do any coherent thinking about an army list; the army composition, and character selection rules are fairly complicated if you don't have a copy to look at. So buy those first, and then worry about buying troops afterwards.

dont forget about marauders and Warriors
i personnally thik both are vital for a low point chaos army
and i believe that daemons are too expensive for a 1000 point army
remeber these are only my opinions
