You could do a totally 'counts as' guard army using WH as the parent list... But the real beauty in it sort of lies in what you want your Heavy Support choices to be.

You can do the WH Version, listed above.

There's a GK version, with 2 ML/LC Dreads and the 2 AF / Russ

Or the IG using allies to use Basilisks, or Russes, and pull in the special troops from SoB or GK's

All 3 can sort of end up looking similar in ways.

If you usually play vanilla guard, the =I= variants won't be too strange. If you love doctrines, you might try using IG as the parent.

I think the WH can pull off a viable balanced AC better than the IG can.

First of all, Deamonhunters and Witchhunters don't use the HQ 0-1, Elt 0-1, etc. allies rules for pulling in Space Marines or Imperial Guard. They use an entirely different system that greatly restricts what units can be taken and mandates the presence of 2 "Troop" FOC choices before you can take Fast Attack or Heavy Support. They also don't allow Elites or HQs.

As for the Leman Russ Variant, it depends. Are you using Forge World rules? In Imperial Armor 2, Forces of Space Marines and the Inquisition, they changed the induction rules to allow the induction of FW tanks and all Leman Russ variants. You still need the 2 troops but you can have 0-1 of EACH tank, meaning you can take 2 Infantry Platoons, a Leman Russ, a Leman Russ Demolisher, and a Tank Destroyer in a Witchhunter force if you still have the minimum FOC requirements from the Witchhunter book as well. A classic army like this would be:

HQ-
Canoness

Trp-
Battle Sister Squad x2
Infantry Guard Platoon x2

Heavy-
Leman Russ
Leman Russ Demonlisher
Leman Russ Exterminator

I hope that helps.

Librisrouge is right about the IA2 book. All Russ variants are allowed. I would still think though that you can take only one Russ total? But I am not sure which IA books are considered to be "in effect" at this time?

The biggest difference I see is that if you have WH or DH as your parent, then you can include allies AND other forces of the inquisition (minus Heavy and elites), where as with an IG or SM parent force, you can only include 1 inquisition ally.

It makes for some really weird looking army lists... Sisters of Battle w/ Grey Knights, all ordering around a bunch of Guardsmen... sounds fun to me! Only problem is having to own 3 codices...

Just to clarify,

0-1 Leman Russ Battle Tank. This is the exact name of the standard Russ (I play Guard as well)
