I am relatively new to wood elves and I am yet to come up with a good army list. I regularly play against my friends who play Dark elves, Lizard men, Tomb kings, Goblins and I occasionally play at my local GW. Annoyingly I can only beat the Goblins (Understandably). Any criticism would be great.

Buy the hail of doom arrow for your Alter. It will help you out alot.
For some reason, I have never found HODA very effective against my friends D. Elves (he uses his cauldron of blood for the ward save, he is also ridiculously good at making 5+), Tomb kings, they just keep being brought back to life and don't panic, and the only lizardmen I can seriously harm are skinks (he only uses one unit of 1O). Coupled with my bad rolling means, I only ever kill 4 or 5 men. Do you think a pageant of shrikes would be better to take out mages, hierophants and any other weak characters.

need to hit, than wound, than they need to fail armor and wards...

Personally id take the hail of doom.
With the Dark elves shoot at his missile troops, he wont make all of them and if you only kill 5 well thats a panic check.
the tomb kings make sure you wipe out the entire unit. Tomb Kings can not raise the unit if every model is killed. (read this as: shoot it and shoot it and shoot it some more)
i usually use my HoDA on what ever against lizards as you can usually tear a unit of stinks in half but sometimes a lucky volley at a steg can put a hurting on it.
Keep in mind with the an alter you hit on 2s (at far range) and wound elves on 3s. It wont always let you down i promise
You can drop the two musicians and the branchnymph (and I think you can also drop the banner bearer + warbanner from the WR). This leaves you with a lot of points for another unit. With the points you have left I would suggest getting the HoDA as said above this is a really effective weapon because of its S4! and the BS6 of the noble. And think about getting some Waywatchers or maybe some more dryads.
Ive never played against DE or TK but im a LM and WE player myself. And I can assure you that an HoDA against a block of Saurus or an skirmishing unit of skinks can hurt alot! If you are playing LM, keep your distance until you have the advantage in CC! The Saurus have a T4 but if you manage to get within the 15" with your GG the S4 arrows should take care of them. And because you can nullify his unit of Skinks by using you HoDA at it, you should do okay!
