Theres a bit of a debate going around my local store. Can waywatchers set up anywhere if they cannot be seen. For example below the waywatchers (w) have setup right behind unit of ogres(x) that are facing towards z.

Absolutely, anywhere out of sight, even in the enemies deployment zone.
In the main rule book pg. 96 it says scouts must be 10' away out of sight and must be in or behind interposeing terrian. I'd say that the waywatcher special rule would just get rid of the 10' but not the other bits.
Oops, didn't read the question right, you do need to be out of sight. Put a forest where your waywatchers are and you are good. Sorry, I didn't mean to imply that you just had to be out of LoS, you actually have to be hidden.
Basically, from Trodi's response above ''Exactly like scouts'' means thay they MUST be in or behind interposing terrain. So if there is some terrain in your enemies Dzone then they may go there so long as nothing can see them. OR they can go more than 12" from the enemy, again this may be in theor Dzone if there is room.
However the situation in the original question is a very common misconception, and has cost me a couple of games in the past before i read the actual rules for them.

And yes, the '' (Not out in the open!)'' is actually a direct quite, even the ! lol.
Thanks Phoenix! Couldn't remember if they had changed that in 7th or not. That does kind of nerf WW, doesn't it? Oh well.
