As the title. When going up against another Wood Elf army should you use magic or not?
Why use science and education when ignorance and superstition will work just as well.
I wouldn't myself. Our magic isn't that destructive and so if he takes it and you don't, then just be prepared for the trees moving around.
Well, a lvl 4 weaver with the lore of life could really hurt another WE army. Take some power stones, a lvl 2 singer with lore of athel loren, and a lvl 1 branchwraith maybe. Perhaps even take a bound spell spite or two.
Normally I don't bother with magic other than defensive. It's just not nearly as effective as other army's magic. But against other WEs, it could be a lot of fun.
Personally, I think wood elves are designed to be defensive. If you look at their arcane items they improve treesinging and aid defence.
Have access to so many varying powerful characters that can easily be supported by 1 or 2 spellsingers or a branchwraith with cluster of radiants.

Hmm... two armies-worth of tree surfing... sounds fun. Granted it would be more like a tide going on...
Imagine two woodelves on the same team. me and a mte did it against britonnians and empire. We were both lucky enoguh to treesurf 3 treemen up the battefield, and then magic them into combat.
Gotta love treesinging and call of the hunt.
