Depends on if you mean mounted on a horse, stag, eagle, or dragon as all are fairly different play wise and thus tend to use some different stuff.

Most folks don't mount a lord on an Elven Steed, but I can think of a few particular Lord builds that works well with one:
Highborn w/ Wild Rider Kindred, Elven Steed, Armor of the Fey, Annoyance of Netlings, Amaranthine Brooch
Highborn w/ Wild Rider Kindred, Elven Steed, Oaken Armor, Annoyance of Netlings, whatever 25 point item you want.
Either one goes in the following unit: 5 Wild Riders w/ full command, war banner
The goal is to charge lone/monsterous characters, challenge them with the lord, and then win the combat based on static combat res from the wild riders due to how difficult the lord is to hurt.
Other than that, I can only think of fluffy reasons to have a highborn on a steed, in which case equip him however you want =)
Well,the only time i consider a highborn mounted is on a dragon.I have never needed one mounted on a elven steed at any point.But in smaller point games i sometimes try a noble on a steed with spear,LA,shield,and bow of loren.
