When the servents of the old ones brought the forest of Athel Loren into being, they tasked a number of exceptionally powerful spirits to watch over and nurture it. These spirits had an understanding of life and growth that was rivaled by none but the old ones. The spirit of Ragnhild was chief among these protectors of the forest, and he took the form of a mighty tree whos magical serenading spread life and growth throughout Athel Loren. For all the love Ragnhild has for his forest home, he has unrelenting hatred for those who seek to harm it. Any who are foolish enough to disturb the peace in his forest will face the full extent of his wrath, which is truly terrible to behold.

Through his vast network of roots, Ragnhild can feel the presence of all those around him on the battlefield. As his enemies draw near, his roots burst forth from the ground to strangle and tear at his enemies, and the closer they come, the stronger this onslaught becomes.
During the shooting phase, Ragnhild can make special shooting attacks at each enemy unit within 24" on a roll of 4+ regardless of line of sight
(excluding models with the fly special rule).
All enemy units hit within or partially within 18" take an artillery dice worth of S2 hits (S3 if in a wood) saves allowed
All enemy units hit within or partially within 12" take an artillery dice worth of S4 hits (S5 if in a wood) saves allowed
The endless grabbing and pulling from Ragnhilds roots are a constant hindrance to his attackers
All enemy units whenever within 18" of Ragnhild, suffer -1 to thier initiative (to a minimum of 1)
All enemy units whenever within 12" of Ragnhild, suffer -1 to their weapon skill (to a minimum of 1) in addition to the -1 Initiative
All models who charge Ragnhild must take a dangerous terain test and pass on a roll of 2-6
(Excluding models with the fly special rule).
This intricate network of roots also makes it impossible for Ragnhild to move during battle. where he is deployed it stays making him unbreakable
Ancient loremaster of the forest
-Ragnhild is a level 4 wizard
-He knows all spells from the lore of Athel Loren
-When channeling power dice, Ragnhild automatically generates 1 power dice, plus 1 more if he rolls the usual 6
-Whenever he suffers a miscast, the spell automatically fails but no roll on the miscast table is taken
-Can cast tree singing 3 times per magic phase

I like the idea, but you're going to have to clarify what some of this stuff means. Tree Singing x 3, for example, is not something that's described in the rules. It's also worth noting that his ability is redundant with the General's Inspiring Presence (and at Ld10, he's your General in most armies). If you wanted him to provide his aura outside of that scenario, you need to say so. He also needs a points cost, and it probably should be on the high side, given all the goodies you packed on him.
Treesinging x3 means that it can be cast on 3 woods in the same way that treeman ancients use treesinging on 2. I need to fix the strangle root rule. It was just a quick draft of an idea. I accept that it shouldn't be able to attack units in cc during the shooting phase but it will be able to augment friendly in any nearby close combats. I'm going to start making him today. He will be 6" tall standing on 2 chariot bases side by side. He won't have legs because he is too big and treelike

I agree. Lore of Life is a great fit for this character.
I'd say loremaster in two lores is too much. And I have to agree with sirkently lore of Life doens't fit, mainly because Branchwraiths and Drycha can't use lore of life. The lore of Athel Loren on the other hand fits very well. Also the whole theme of him being the ultimate wood elfs wizard creature works better with him having access to our lore and not one of the "normal" lores.
I'd much rather see him have a special spell, like some of the slanns have, e.g. Targets all units with forest spirit, they gain an additional +1 strength/toughness until your next magic phase. However I think it should be a buff spell, since you want him to buff wood elf units, but so far he seems to kill and debuff the enemies more than he actually buffs our units.
Instead of treesinging x 3 I think it would be cool if he had the lore attribute, "whenever he gets a spell of, he gets to move a forest D3+1''".
Also I wonder how this would work:

Check out Awakening of the Wood and tell me Lore of Life doesn't fit. It's basically what Tree Singing's direct damage version is. I agree that Lore of Life totally fits.
The Rare and Lord choice is purely a previous-edition paradigm, though. That doesn't mean anything anymore.
That being said, its your creation, you can set it up however you like and with whatever your opponents will accept.
I am right 94% of the time, why worry about the other 3%.
