Chill of Winter: Vahlyn is constantly surrounded by a blizzard. All attacks targeting a friendly unit within 6" or Vaylyn himself suffer -1 to hit. In addition all units (friend and foe, except for Vahlyn) within 6" gain Always Strikes Last USR.
Equipment: Light Armor, Longbow.
Crystalline Blade: The blade ravages those it hits, freezing and shattering their wounds. Grants Heroic Killing blow on a 5+, in addition regeneration saves may never be taken against wounds inflicted by the weapon.
Frozen Heart: He bears the amulet of is lost lover. It is infused with the power of winter, gaining the strength of energy sapped from the world. Grants +1 strength and +1 toughness (already added to profile), 3+ ward save.

If this hero existed, he would have been the most OP hero and monster killer in the game. Also this dude is never to be hit since he ia guarantied to kill anything before it can swing a sword. maybe if u make it alter kindred it would be better. Make it 500 pts wold also balance it out
Yeah, the 5+ killing blow is a little to ott. I would also make his sword into a great weapon, so he always strikes last as well. And move the ward save up to a 4+.
Of course, if you are just going for the cool story line and not he isn't actually meant to be played, it would seem fine. Or if he was an alter or eternal kindred, that would work as well.
I am right 94% of the time, why worry about the other 3%.

That said, he effects aren't horribly OP, just the fact that they're blankets. Make attacks targetting him -1WS/BS. It keeps it nice and easy but also minimizes the pain from a flat -1 in combat, to -1WS for attacks inbound. Mark of Nurgle operates like this. It usually has no effect.
HKB5+ is a no go. Otherwise though it's just a flaming sword. I'd go KB5+ or HKB, but that's it. With his 5A he's statistically guaranteed to KB something every round with it being a 5+. No, I'd drop it to HKB6+ and Flaming, and leave it at that.
Calling a no go on the 3++ too. Only Chaos can currently do that, by stacking on Mark of Tzeentch, and even that's almost certainly going away as soon as GW gives us a new book. It's just too hard to deal with. Knock it down to a 4+ and Immune to Flaming Attacks or something and I think you'd have me sold.
I9 is brutal, although he is an Elf. I'd drop it to 7/8 though to avoid too much fussing.
I'd bump his cost to an awkward 515 too, just enough that he can't be taken at 2k levels (anything over 500pts would work, 501 just seems too trivial).
