I think I have a unit for just about every purpose in this list. Anti-tank in the form of the Fire Dragons, a harassment unit with my Shining Spears, and a solid base unit with my DA. Disect as you please
You lack vehicles.
Only thing I wanna say about this list is you have very low model count units who will broken or taken under 50% very easily. I would cut some of your squads to flesh out the rest of the list.

Well, I am open to any suggestions. The only thing that I would really like to have in there are the Harlequins and Shining Spears, besides that if you guys can find anything for me to cut, i'd be open to it.

Shining Spears aren't toughest unit so they either have to leave no survivors or to hae tough support squad to tie enemy. You don't havep oints for that so i would suggest maximising their numbe or... using them VERY CAREFULLY.
You don't have solid troops - pathfinders are best used on minimum points when they are invincible (as combat patrol) or bigger points battle. They do not make solid, numerous shooty unit so you can drop them. Either jetbikes as fast scoring unit that is not going to be shot or numerous unit as Guardians or Dire Avengers should be taken. And pairs work best, so two 3s of jetbikes, two squads of guardians, or, if you have points for that, two squads of DR. And DR work best with... serpents.
Not enough Fire Dragons. I prefer to maximise their number to take down enemy power- armour infantry and terminators. Another one or two instead of exarch with Tank Hunters would be great. If you want exarch you can make them all-rounder unit by giving exarch Dragon Breathe's Flamer (0 points, heavy flamer) and Crack Shot (5 points, re-roll of wound... mhahahahah, I love the smell of burned marines/ guard/ genestealers).
You know what are 3 Dark Reapers? Line-of-Sight-needing 3 wounds. One salvo from predator? One from las-plas? One from guarsmen? They have T3, they're not tyranid warriors (who aren't likely to survive too). No. It's 127 points waste. If you begin, they will shoot for one turn hitting 3-4 times, causing 3 wounds and killing 1-2 due to cover. Then enemy owns them. NO.
Autarch is fine but he costs 140 points in this configuration. I would drop melta.
I would divie your army into two groups - elite/heavy support mechanised group and jetbike host. Jetbike host - two 3s of jetbikes + autarch and shining spears. With their velocity and speed (and jump out) they shouldn't take incoming fire. They have both fire support and combat potency.
Then i would take Serpent and single Falcon. This makes for two powerful, tough and fast tanks. Falcon is devastating, so make is as much hardcore as you can. Then fill him with hardcore Harlequins. Fill Serpent with Dragunov commando for any remaining points. If you want to have easy victory, exchange dragunov with another harlequin falcon and take something like Jetbike Spear Warlocks or fusion pistols etc. for anti-tank. But remember - your Falcons are going to own almost any vehicle on side armour.
