Hello, I am currently facing off versus a buddy that rocks the Eldar, while I am using the Necron.
We generally play 1500 pnt annihilation.
My army Generally consists of
1x Necron Lord - orb,veil 200 pnts
2x 10 troop Necron Warrior 360 pnts
2x Monolith 470 pnts
2x 4 Destroyers 400 pnts
which is rougly 1430 pnts, i usually spend the rest on more NW.
I should be getting 10x immortals soon as well as 3 Heavy Destroyers, so those would be an option....
I also have 8x flayed ones, 3x wraiths, 19x scarab swarms
He usually runs with
2 squads of 5+ snipers
Maugen'Rah (spelling) - hes the one with crack shot and fast shot
Fergeson (No idea his name, we call him fergy, one of the HQ choices with the 18" lance attack)
1-2 Vypers (i think those are them, the bikes with starcannons and shuriken cannons)
and then some variation of other units.
He has everything the Eldar have to offer so usually there is some switchup in the units like Harlequins, or warlocks, etc.
I can get close to killing him, but usually I find I am phasing out when he has roughly his 2 HQ's left and mebbe a couple of random units. I usually use the lord to veil a squad of NW to either his wraithlord or bikes and try to get enough 6's on the wound to take them out. After that, I just kill whatever is closest as I move my Monoliths up. My other units try to stay behind the monolith while we move up the board, with my destroyers poking at whatever they can.

Without knowing the other units he takes, the only thing that stands out for me to advice you on is to drop the second Monolith at 1500 pts or less. Eldar have very little that can deal with Liths, especially with the new glancing rules of 5th edition, but still, you need to get some more numbers into your basic army. Eldar hit fast and hard. I could see them being able to easily force you to Phase Out before you have a chance to muster your slower army together and wipe the Eldar out.
Edit: P.S. Use your wraiths to deal with the Rangers (Eldar Snipers). If used right, they will either slaughter the pansy eldar, or they will scare the eldar out of their cover and into the open, where the rest of your army can quickly wipe them out.

I'd actually suggest shoving both monoliths up his left nostril. Support with warriors.
Send wraiths/flayed ones after a squad of snipers. Send Scarabs after the other. Scarabs are a cheap fast and effective way to deal with rangers. As a 6-8 eldar squad of rangers has a minimal chance of killing them.
Focus destroyer-fire on the vypers right off. Once they fall switch to the wraithlords.
Nuke the leaders with your particle whip. They can't survive it.
How many scarab swarms would you recommend bringing? How many scarabs per swarm?
6 always works for me (all I have). Add a couple for variety. Keep them behind a touch of terrain to keep them alive before they get that nice long charge. OR use them to tie up Fuegan. Without S6 he can't instakill the scarabs, and stuck in the swarm he'd be nearly useless.
Your Lord is quite expensive considering the composition of the army. Drop the VoD (you have two Monoliths for teleportation) and look into a healthy squad of Scarabs. With the new Turboboost rule and Stealth rule we get a sweet 2+ cover save from shooting. Can't go too wrong with that.

Hmm... the list your opponent runs seem a bit .... on the weak side of things. Drop one of your monoliths and your lord and get a Deceiver (Eldar players hate these things) and then just concentrate destroyer fire leave the wraiths lord for the Deceiver.
His HQ choices arent anything to worry about Phoenix lords are too expensive and dont do much damage.

I find Eldar have a hard time dealing with Necrons. However, Necrons need to be focused and, unfortunately, your list is not particularly focused towards any particular goal.
With two Monos in 1500 points, no wonder you're phasing out, that's over a third of your army that can be popped in one round of lucky shooting. One Deep-striking Mono is enough.
Necron Warriors are like Space Marines that feel no pain, so the more, the better. You should have at least 30 of them in 1500 points.
Scarabs are great. They can quickly massacre the non-melee units and can interminably tie up the melee oriented units. A unit of 8 of them is ideal.
Your Lord should be cheap and cheerful. There's no need to spend a ton of points here. Just an Orb will be sufficient to take care of all those low AP shots the Eldar can put out.
Destroyers are your best friends two squads of three or four can easily plough through any squad of any Eldar, usually in as little as one volley.
An army along those lines would perform much better against the Eldar, who simply wouldn't be able to kill enough of you before you get into massed Gauss Flayer range. Once that happens, it's over. I've never seen anything survive twenty shots from Necron Warriors...or, at least not get seriously messed-up.

FYI in my experience wraithlords have always ticked me off since they're a toughness 8 creature and not a vehicle. I agree with the post above to hit 'other' things first as the wraithlords just didn't die for me! But that was just my 2 cents...gauss on their toughness wasn't reliable enough with his save.
