I just got into 40k not to long ago and the store i play at is holding a tourney with the rules below.
Army must be 750 pts or less.
5th edition rule set will be used.
No models with more than 2 wounds.
No model may have a save of better than 3+.
Any vehicle must have a total armor value of equal to or less than 33 counting front, back and one side.
Minimum of 1 troops choice for force organization chart.
If a choice includes a model that would break any of the construction rules that choice can still be taken just with out the offending model. (No swarms with Tombspider ect.)
This tourney will be played on 4x4 boards for 4 rounds not to last more than an hour each. Each round will have a scenario and victory conditions.
Scoring will be 3 pts for a win, 2 pts each for a tie and 1pt for a loss. The over all winner will be the person with the most points.
This is the force i have been playing in practice matches but only with the other new guys and so far they have been working pretty good.
If you have some ideas on how to improve it please let me know.

No markerlights? The stealths and the vespid could use a +1 to hit.
I would cut out 1 troops and give the stealths a ML.
Also, FYI, there is a Tau Army List section.

Right, as for your list:
First off, 6 Stealthsuits seems too many in one squad at 750pts - it's putting a lot of your eggs in one basket, and all of your eggs have only an 18" (24" with your JSJ ability) range.
Next up, your Crisis Suit squad composition is odd. Your AFP has half the range of your MP and you don't seem to have given either XV* a target lock, so you'll be firing both at the same target - and what MPs are good at is not what AFPs are good at. If you're going to mix ranges like that I'd suggest you either take a target lock or, better still, take 2 single XV8s that can engage different targets at will. I would definitely stick with one XV8 with TL MP with a target Array, the other I'd give the AFP, a plasma rifle and a multi-tracker.
However, I ought to say now that I wouldn't be taking the Vespid at all, and I'd take probably only 4 Stealthsuits. With these extar points I'd be going for 2 squads of XV8s. One comprising 2 TA Deathrain (TL MP) and one with a team Leader with HW multi-tracker, HW target lock, target array, plasma rifle and burst cannon (I can hear the hoots of derision already!) and the other with the AFP, plasma rifle and multi-tracker.
Lose the photons from your Fire Warriors. If your FWs in a Devilfish get charged then somethings gone wrong. In fact, if your FWs ever get charged then something's gone wrong! That gives you a few more points so you might as well give your Warfish a targetting array, since you clearly intend to use it for shooting.
The Kroot squad seems a bit unwieldy. I'd be tempted to take the basic 10 with 6 or so hounds (Rikimaru, IIRC, suggests 7 is optimum) as an assault/counter-assault unit and I'd try and take another squad of 10 or 12 as a shooting/objective denial unit. Stick these in a wood and you'll be there at the end of time, unless your opponent has flamers or some other template weapon to flush them out.
Drop the Vespid. I can't really explain objectively why but I just hate, hate hate these in the Tau list - the fluff, the stat line and the models. Never take them and never will. Get some Gun drones instead, which are useful for providing mobile cover and late game objective denial.

I think you should drop some pulse rifles and instead use pulse carbines.

OK this is the list i think i will be playing in the turney. I have been practicing with this force at the shop and have done pretty good with it.
i just think that having some close range weapons with your long range would be more effective if the enemy gets near. The pulse carbine is also pinning which helps too. Depends on what you like anyway.
