Ok, so I've been playing 40k for several years now. My 1st army was Orks and due to my paint in pieces then assemble routine and my slowness of painting I picked up a 2nd army (Sisters of Battle) to play while working on my Orks. Well my sisters saw play for a few months last summer, but are now tucked away and my sole focus is paiting and playing Orks. Before the new Dex I had made a list that was very close to non-proxy (though unpainted) that I was working towards and the new Dex ruined that and I've been all over the place since. I've decided to get back on track with that and thus I am creating a list based off what I currently have to make a non-proxy list and work toward getting this list fully painted. Now with my friends I'll still play other lists, but if a local tourney pops up I want to be able to field something respectible (headless and armless Orks aren't too respectible even to an Ork!).
So here we go, working on making a competitive list with what I currently have and what I am working on. Note that I have TONS of unassembled figures, but here is the start of my list with comments.
Warboss - Warbike, Power Klaw, Cybork Body, Attack Squig = 150
Not painted and have a few minor mods to make, but this is my best conversion/model by far.
Lootas x12 = 180
3 Packages of these guys are fully assembled (save for the MEQs) though unpainted
Shoota Boyz x29 w/ 3 Big Shootas + Nob w/ PK and Bosspole = 235

Mega Nobz x4 in Trukk w/ Ram = 200
Yea, no Grotsnik and no Warboss/Mek w/ BP, something to add once I get other stuff done. Hoping this unit can stand without that... These models are assembled but unpainted, 2 do have Kombi-Skorchas that I could take.
11 Slugga Boyz + Nob w/ PK and BP in Trukk w/ Ram = 152

This totals 1397, working towards a 1500 point list. I have other stuff to add, but my main choices are either Grotz w/ Runtherd or a Mek w/ KFF (need to purchase) and unsure which would be best.
As for other stuff I have that I could use in the list:

Wierdboy (needs assembly)
10 Tank Bustas (can easily add more with basic boyz)
10 Kommandos (can easily add more with basic boyz)
Plenty of Grethcin, have 2 Runt Heards and 40+ Grethcin ready for play

9 Total bikes, could make Nob Bikers
More Battle Wagons and Looted Wagons that simply need conversion work
Total of 4 assembled and playable Trukks and 1 that needs Assembly
Getting 2 sets worth of Black Reach Orks soon
As stated previously, looking for a competitive mix that I can get fully playable and painted. This list will be my primary goal and once its fully painted I will begin to work on the other units mentioned, but I really need to get a fully painted list done, I hate playing proxy/unpainted!
So please comment on the list so I can finish it off and get to work. As stated, my current project is the 26 Shoota Boyz + 3 Big Shoota Boyz + Nob.
That's a lot of options! The list really could go a many number of ways, so let's start with what you already have:
5 warbikers + Nob + Warboss
4 Meganobz in trukk
29 shoota boyz w/big shootas, nob
19 slugga boyz w/nob, battlewagon transport
1 unit of trukk boyz
10 kill points and 4 troops
There are a few small changes I'd make right off the bat. I'd add 1 mek to the squad (big shoota or kmb) to the lootas, just to get the model count up to 13, so they won't be forced to make a morale check as quickly. Also, I'd add grot riggers to the battlewagon. You'd be amazed how often it works. You could probably take a big shoota off the battlewagon, since if it moves it can only fire 1 gun, but it doesn't hurt as a back up gun, so it's up to you.
This leaves you a little under 100 points to work with. I wouldn't cut out any of the troops, so this limits your options.
As you probably know, I'm not a fan of warbikes. I'd cut them and the warboss on the bike, and instead play one of the meganobz as a warboss, attached to the other 3. I do this all the time, and as long as one of them is distinct in some way, I've never had any trouble with this. The warboss in mega armor with cybork and a bosspole costs 115 points (I don't like attack squigs), so this gives you another 225 points.
That's 320 points or so, which is enough to do a lot of things. Any combination of the following would be nice:
30 more shoota boyz, like the one already in the list 
Another unit of trukkboyz 
14-16 Stormboyz + nob, pk, bp [220-244]
SAG (with bosspole, attached to the lootas) 
Warp 'ead (attached to 30 shoota boyz) 
12 kommandos with 2 burnas and + either a nob/pk/bp or Snikkrot [200 or 235]
16 Grots + Runtherd (either to stand in front, or grab objectives) 
8-9 Tankbustas + nob, bosspole in a battlewagon w/rokkit, grot riggers [255-265]
Any of these options would work well, and it's hard to say which one is best. The most competitive choice would be more troop choices, but any of these units would work well, especially the ones that can help against tanks.
My favorite choices are either:
1. 30 shoota boyz + warp 'ead
2. Kommandos and SAG (attach to lootas)
3. 2 more units of trukkboyz
4. Tankbustas in battlewagon + grots
You may have noticed, but all my favorite options include both anti-armor and objective grabbing/contesting units in them. Overall, that's what I think you should do. You should cut out the bikes, get the lootas up to 13, add grot riggers to the wagon, and add two more units that can help against armor and claim/contest objectives as well (in some combination).
Be sure to hold the meganobz in reserve. That trick hasn't backfired on me yet. Even if it gets blown up, it's guaranteed at least one full move towards the enemy. Nothing's more painful than having meganobz stranded in your deployment zone.

Granted Bikes are expensive and I'll never use more than 1 squad and always between 6 and 8 models, but take a normal Ork Boy, give him +1 Toughness along with a 4+ save and a 4+ cover save with the ability to move 12 inches. Not to mention the Dakkaguns and you've got a very nasty Ork. The key is deployment and target selection. If a Bosspole wasn't required I'd be tempted to forgo the Nob w/ PK.
