The Scarabs are used as a counter charge unit, while the Flayed ones are there to absorb the charge(as they would be right in front of the warriors, giving warriors cover saves too)
The list has a problems against vindicators or lists with a CC element and mobiliyt, as necrons sucks in 5th ed with CC modifier
I'm guessing the Veil is to get your Lord out of combat? Otherwise it doesn't seem to fit. If that is the case , that's definitely viable, seeing as you could save 11 out of the 13 for Phase out. The sheer number of Warriors is something I'm curious to see the effectiveness of, I've been running 30 with somewhat decent luck.
6 destroyers will be brutal, and the scarabs will be some decent anti-CC. Having two squads of Flayed ones is a good move, though I've always preferred 5 (not a big issue, I just like having a little extra for WB. You might want to consider a Spyder if you're looking for decent anti-CC. I'm not sure what would be best to replace, but it might be nice to have, in case you should lose the entire Flayed One squad and be more than 6" away from the other squad. A Spyder would also serve as some decent anti-tank, since it's S6 and a MC (2d6 Armor Penetration FTW).
I'm experimenting with a similar list that's a little less shooty, and it's been working pretty well. This list looks like it should be able to do alright, do you know who you're fighting?

Hmmm... I don't know if I'd go with Veil if you're looking to go good all-around. Maybe take that out and snatch other Wargear? A Spyder would be an okay replacement as well, for a little more Anti-CC, and T6 is dead useful for that.
The benefit of having so many Warriors is that you can have one Squad wiped out by something like an Ork Mob, and then on your turn be able to wipe out that same Mob with Rapid Fire, and then (hopefully) recover your losses via WBB. I've done it multiple times in one game, and while it hurts initially, if you can make half the WBB saves successfully next turn you're the better off for it. Because of this, you might be doing some hanging back with your Lord, so he can give the Orb's magical love healing to your troops.
Overall though, if you ran that list I think you'd do pretty well. Warrior Spam is something I'm finding is actually a pretty awesome strategy, short of being hit by a lot of Ordnance, it makes for a very stable list. Though I'd be more worried about a Basilisk than a Vindicator, the range on the Demolisher Cannon will leave it open to fire from your Destroyers, which will make for great Anti-Tank. Definitely keep us posted how the list plays.
