I have made two purchases off of ebay lately and i ended up with about 1500 points of eldar, sadly not the models I want but the price was amazing. Most of my models are footsloggers so I don't have many options. I know I'll be told I need prisms, banshees, scorpions, spiders, rangers, and reapers. But I don't have the stuff yet...and yes I plan on getting most of this in the future. So for now this is what I came up with.
Most games that this will see is against my friend's Tau and Guard, and if I'm lucky enough Dark Eldars (where I feel I'd have even more trouble considering it's a deep stirking army) I figured since I cannot really make even a minor CC oriented army I might as well try to outshoot them. And good luck to me with that.

The tactics of this army seem pretty straight forward. Not an army that I want to run like this but until I get what I want I might as well make some lemonade and learn a few tricks. I have another 15 guardians, a heavy weapon platform, 4 DA, 2 Exarch, and 4 warlocks. I'm willing to proxy weapons but not models. So if you have any comments on how to swap around some of the squads or where to swap out some weapons be my guest. Or any suggestions on tactics with this petty selection of units Thanks in advance. And FYI this is my first list so anything is appreciated.

Alright, based on what you have I have to say that your list is about the best I could dream up. Two things to think about, I'm not a big fan of falcons without something to transport. You could try a small warlock council with destructors and do drive by flamings ( or get the farseer with fortune and run a small CC council ). Second I would like to see a brightlance on the wraithlord for added AT. Even as a shooty army eldar tend to work best close (18" or 12" on most of your units). Stick to cover then blaze away and maybe even charge gaurdians are about equal with a normal guard or firewarrior.
use another scatter laser on your walker, instead of 1 of each. gives ya an extra shot. and i know this sounds shitty, but i gotta agree, a falcon with no one to cart around, is just an empty points dump, really. you would probably be better off taking the extra guardians and hw platform, with a warlock, over the falcon. falcons just go down so damn quick any more. if ya had some dragons, that would be another story, but, for now, i would stay, stick with the footslogging. use your serpent to get your da's across the field to take over an objective, hopefully after u have shot the other side all to hell. eml's are a good way to go, because they give you flexibility, and don't cost as much as lances, however, you don't get the added bonus of only ever needing 4+ damage rolls to glance/pen. so, in the end, its up to you what you do, but, these are my suggestions.
