My first Necrons list. I've never fought Necrons or even seen anyone playing them so I have no idea how they work, and as such this list might be a load of old bunk, but here goes:
Tomb Spyder x2
I'm figuring the 2 Tomb Spyders should be enough to cover the Warriors for WBB rolls should any get shot down during the footslogging. The Deceiver is in there because I've always wanted to be one of those jerks who uses ridiculously powerful Special Characters in small games; if this is viable I'm envisioning him doing the lion's share of the work, if not I'll swap him for a Wraith Lord and 3 Wraiths plus some disruptor fields for the Warriors to eat up the remaining points.
I'd avoid going over the max points allowed, or some people won't want to play against you. Cutting a single warrior in those cases will be more than enough, however. The list seems ok to me, and could be good enough.
Tomb Spyders' WBB support is not the same as a res orb, I suggest looking it up proper before trying to use them.
You could cut three warriors off the top and add some scarabs, give you a little more mobility to a rather slow army build. Also this would drop you below the 1000pt cap line.
Interesting list otherwise. I dunno about using C'tan in such a low points game, but you have a reasonable phase out number at least. And with the three MCs you can pretty much bulldoze most enemies in CC. Long range guns are going to be a major issue for you though, your army could be cut down completely by basilisk or the sort before even getting to shoot or fight back. if your opponent kills 25 of those warriors, you lose, game over. Keep this in mind.
What about the other alternative, taking the C'tan out and putting in a Phase-Shifting Destroyer Lord with a couple of Wraiths?
