Does a 1500 point army need a monolith, and what do they even do?

No, the only thing you ever HAVE to take in a Necron Army is Necron warriors (ignoring planetstrike and appocalypse)
The monolith is basically a gigantic support tank, and the hardest to kill vehicle in standard 40K. Their guns don't have a terrible amount of range, and are better for suppresion than actuall killing most days, their teleportation portal is their strongest aspect.
They are also one of the only Tanks able to deep strike.
ALSO! this belongs in the Necron forum, not the Army lists.
Unless you have an army list that you just wanted a little advice on whether or not to take a 'lith (if you could post it, we'd be more helpful), otherwise this should be moved.
This question has been discussed in detail elsewhere, and I noticed it is no longer on the front page of threads, so it's understandable you wouldn't want to read through all 100 pages of threads just to see if one of them is useful. That said, Here is the thread you are interested in.
If you have specific questions, or as I said before, a list that you want advice on, we'd love to help you out, but asking for a generic discussion on a topic isn't the best way of getting useful information.

Its more personal opinion, like i hate my monolith, i find its useless, why take that when i can take 5 more destroyers?
BUT then again theres people out there who take up to 3 monoliths in 2000 point games.
its all style of play

If you like the monolith, 1500 is a good points limit to include a monolith in without feeling crimpled by points cost...
this is how I roll
500- no monolith odviosly
750- 1 monolith
1000- no monoliths. 9 destroyers instead
1250- no monoliths
1500- 1 monolith
1750- 1 monolith
2000- 2 monoliths
There main function is to help the humble necron infantry(and destroyers to an extent) become nigh indestructible because of blocking line of sight and portal which allows re roll on wbb's aswell as attracting alot of fire (unless the opponent knows what he's doing) It can also teleport them out of combat which is always useful.
