dont know how to set up my troops choices wether to leave them in 4 units of have 2 units of 10 and a unit of 20 or two units 20 i just dont know HELP
As far as pure phalanx goes, you've got it just about down. I feel having Gaze of Flame instead of phylactery would get you farther, cutting down on the charge attacks might get you enough time to port out through a monolith. Also destroyers/heavy destroyers giving you some extra firepower would really help you out as well.
The list it self need more fire rate. Monolith is great but you are gonna have to use the portal many times cause if your opponent is smart then he will ignor your monolith and blast you 4 units warriors with all his streangth. Cause very fast you will be in 25% mark and your Monoliths will runaway with the rest of the army.
I would say like this Drop one lord, Phalactery on the other and a monolith and then put in some Destroyes for the needed fire power. If you have point put some Scarabs to speed bump your oppents units.
Alzer I must dissagre woth you at Gaze of flames. If you get charged by a unit and it is most likely that you will lose the combat then it is better to get striked down by close combat attacks rather than getting over run. Cause if you have like 3 warriors left then you will tale a ledershiptest at ledership 3. You will most likely fail the test and try to make a run for it but your oppent will get you cause you only have I2. So the unit may not res. But if you have your unit wiped out in the Combat face by attacks then they may res in the nearest unit within 6".
So what I´m saying is I whant my opponent to have all his attacks to have a greater chanse to whipe them out. And not running them over.

Drop a lord and a monolith.
This will get you enough points to get a few destroyers maybe a few wraiths and Gaze of Flame. Oh and some metallic bugs, (scarabs i believe they're called)

That's actually an interesting point Warboss. However it is VERY rare that a unit gets enough attacks to wholesale wipe out a Necron unit, they are very tough to take down without power weapons/fists. The point is that the less attacks they have, the less wounds you take and lower chance you lose combat in the first place. Even better if the lord is present, the Necrons will be I4 (unless the lord bites it) and have those extra S5 power weapon hits to even the odds.
Is this right, cause I've been playing my games all wrong all this time. I always thought that you work out order of combat and init seperatly, so the Lord goes at 4, then the other guys (probably) then the warriors are still at 2. Unless I misunderstood the statement, it sounds like you're saying that with the Lord there, the entire unit gets bumped up...
Anyways, it's funny because this exact list came up elsewhere (gotta love how un-customizeable this army is) and I always thought it sounded nigh-indestructable, but then again I rarely play against CC heavies, which is always the bane of Necrons, but other than that it's really hard to kill 40 Necrons when you are garunteed to be in range of an Orb, and multiple 'lith re-rolls each turn, ect.
Other than terrible luck, or massed Sweeping Advances, this is a very tough list, because for every 4 warriors they kill, only one will stay dead (or so says MathHammer, and assuming that you always use the 'lith re-roll) And let's face it, for some armies, it's hard enough to kill one Necron, much less 4.
It also just occured to me that very fast lists, like Dark Eldar, or whatever may be able to contest all your objectives while holding theirs because the 'Crons wern't fast enough to reach them.
All lists have weaknesses, and I probably wouldn't take this list to a tournament, but most importantly, it looks fun!
Why isnt it still I2 though regardless as he will have <1 I2 Warriors?
