Welcome to Librarium Online!
I have a 1500 point battle coming up against my brother who runs dark angels marines (usually brings a pretty shooty list, with stuff like predators, terminators, stern guard) and I am looking for some advice on what I should take given the models I have. Everything I have is:
Farseer on foot with spear
10 Scorpions, Exarch with Claw
20 DAs, 2 exarchs with 2x ASC
14 Guardians with BL platform
12 Jetbikes, 4x with Cannon
9 Warp Spiders, exarch with 2x DS
Falcon with EML
5 Dark Reapers, exarch with tempest launcher
2x Waveserpents with Cannons
I don't really know what combination to go with this time, and was hoping there was someone here who could recommend a good list. Any and all help is greatly appriciated.

The Tale of Two Gamers
Against Space Marines of almost any description you should consider Howling Banshees over Striking Scorpions, the power weapon attacks are better then the extra Strength, especially when combined with a Farseer's Doom. I would also lean towards reducing the Fire Dragon Squad and including a Prism for the firepower or a Wraithlord as Space Marines without powerfists can not harm them.
I agree with Dominus Nox on the fire prism point, if this is just casual i would suggest using proxies for the moment if he agrees.
You appear to have the beginnings of a mech army in there.
I would suggest using general mech eldar tactics to pick on isolated units with most/all of your force. Against a more static firebase army as he appears to be using you might have trouble, however simply picking off his assualt troops and waiting for him to move out and claim objectives late game then pouncing might be a good idea. Remember moving fast and using LOS is important here.
As for your list...
Farseer - Spear/Doom
(Banshees best, Dragons if lots of armour, scorpians as a placeholder for shee's if no proxy)
2x Avengers (squad of 10, squad of 9, exarch with Bladestorm/Avenger Shuriken)
2x Wave Serpents (stones, eml)
Bike Squad (3 or 6 depending on how many cannons you have)
Falcon (Upgrades depending on points, elites ride within)
Fire Prism (Upgrades depending on points)
Overall not sure about the points, I dont have a codex in front of me. Alternatively you could run a non-mech list but ill leave that for someone else to cover. Goodluck
High Elves [Under Construction]
Chaos Warriors [Under Construction]
Somthing else worth considering when playing against SM is three warwalkers with two starcannons each. Though its a rather fragile unit they can really put the hurt on marines if guided by a farseer, and I've found them to do wonders when placed tactically well either by outflanking or scouting.
Again, I can't agree more. I've lost matches before where my powerfist dude got mindwar-ed and then the unit basically got stuck in CC with a 'Lord unable to do anything about it (especially if they've gone for a HQ who replaces Combat Tactics, as then you can't even choose to fail the Ld test!)Wraithlord as Space Marines without powerfists can not harm them.

Dire Avengers x10
115(add your own upgrades.Probably BL as not enuf AT.)
Dark Reapers x5
Either upgrade squads or downgrade a couple and go for another small troop (jet bikes in cover to capture objectives last turn.
Requires a little buying, D'oH! and may lack a little AT,But wrote this in 10 mins needs bit tweaking, but primarily build on what you own.
When faced by an army of awesomness, RUN.
Adding Rep is always nice for everyone!
