My list now includes:
7 Scarab swarms
My birthday is near (just 18 days) and asked a monolith, but I can get some more models with it. Can you leave me some comments to build a better list, like maxing out my wraith squad or destroyers. Please give a reason why.

Deceiver is great so i would use him as your HQ,or if you are scared of your PO being low then take the OrbLord,just don't take both because you'll be putting to much points into HQ.
Ditch the Pariahs as they're expensive also if your armys going to have Deceiver in it aswell as Pariahs it would make it more weak to Phase out.
30 warriors is a good amount although i prefer 20 as they don't perform well for the points,but thats just my opinion,feel free to use 30!
Scrabs are a great unit for tieing stuff up and helping you keep your phalanx.
You really need more Destroyers around 8-15 is decent.
In 5th ed i would defo suggest 1-2 monoliths,maybe 3 if your wanting a roadblock army.

What point levels are you working on for this list? Seems to be at a bit of an odd total here (1650ish?)

Farmdog's advice on only one HQ is sound, you use up a load of points really fast with Necron HQ units.
With Necron units, if it's worth taking one squad, it's worth taking another one to keep their WBB in case they get wiped out. This is especially true in the Fast Attack section. 2 wraiths aren't enough, neither are 3 destroyers. Either take two units of three of one, or the other, but fitting in both is not going to be terribly effective. (Noted 5 destroyers can work). Wraiths are a lot more fragile, and harder to use, so often they take second seat to Destroyers.
Pariahs are a nifty unit, but they are also advanced in a tactical sense. It takes a lot of experience with the Necron army to be able to use them. So if you're just starting out, I'd say put them on the shelf for a little while until you feel comfortable with them. Or use them as Immortals for a bit? Though i would be impressed if you could manage to pull them off from the get go, it's tricky.
Tombspyders are a strong unit, I like to keep 2 around, they ARE a bit slow, so making sure you have enough of them to get where you need them is important. Very good against smaller units of heavy infantry, or medium units of light infantry (and vehicles).
Rule of thumb on Warriors, is 1 unit of 10 per 500 points. 3 in 1,5k, 4 in 2k. etc.
Look at the phase out rule and check your units, it's good to have a solid core of Necrons to make sure your enemy can't phase you out, which means being careful about throwing around units that don't count towards Phase out (C'tan, Pariahs, Spyders, Monoliths).
I agree with most of whats being said apart from putting pariahs on a shelf. They are the absuloutly most underestimated unit in the whole of 40k But they are only underestimated by necron players. They are completely and utterly over-estimated by anyone who doesn't play necrons. Personally I would not advise against using them but i would say if you do use them use the following:
Cover: They don't have WWBB so they need cover. Otherwise everything ap3 with turn them into slush in a heartbeat.
Shooting: Their combat is good but their shooting isn't bad either, if I use pariahs i use shooting more than combat usually.
Combat: They don't do well against large squads or high initiative opponents. Target enemy squads usually about 75% the size of the pariahs and try to target enemy units like terminators as thats when the warscythes really come in. Generally their a finish off unit rather than a killer unit in combat.
