Ok, I finally came up with a good all-rounded Eldar list, atleast in my opinion, and would like so critique.

The list forces the opponent to react with its speed, firepower and the outflanking War Walkers rather than the other way around.

Looks like a good list. I am not a fan however of vipers and especially not with single shot weapons. I would drop the viper take another war walker and with the spare points upgrade the WS weapons to TLBL, more survivable and a much greater chance to hit. the same really applies to the BL on the guardian defenders platform a single shot weapon at BS3 is not a very reliable AT unit. if you down grade this to an EML the additional points buy the reaper exarch an EML giving him the choice of either AT or anti troop fire at BS4. Just some suggestions for some thought. Good luck.
I have to agree that the vyper might not be the best option for you. For less points you can get another warwalker and with outflank you can get side or rear armor shots which is good enough against most vehicles. If you find you like the speed of the vyper then keep it.
I think your points on the storm guardians are off, not by much but off none the less. I do really like the squad though, I use units like it as the backbone of most of my armies.
Not a big fan of small bike squads I like my units to help by doing something more than just score, but I understand the thought process behind them.
Switch the EML on the transport with the brightlance on the guardians. will let you TL the brightlance and the guardians can use the template against infantry to try and negate some of their low BS.
Consider switching to shuriken cannons on the walkers if you plan to out flank them. Cost less and the reduced range isn't as big of a deal.
Give the dark reaper exarch a weapon. Either the EML as suggested or go for the tempest launcher and crackshot. Honestly the dark reapers are the one unit I have any major problems with. For about the same price you could get 3 walkers with 2 EML each giving you 6 templates or 6 str 8 shots for vehicles. Alternately another set of walkers with scatterlasers will be cheaper and do almost as good against infantry by volume of fire. I like reapers but find the cost very hard to deal with.
Yeah, I think I'm gonna take out the Dark Reapers. They would get caught or shot just too soon. I really really like Vypers, which is why I'm gonna keep him. I think I'll replace the Reapers with a Falcon, with Holo-Fields, Stones and a Scatterlaser. I'll take out the bikes, too, and downgrade the Brightlance on the Guardians to a Scatterlaser. That'd leave me with a bunch of left-over points. About 100 actually. How should I spend them then?
Ok, I removed a Scatterlaser on each Walker and put a Shuriken Cannon instead. That gave me another 20 points, which I used to get a squad of Howling Banshees. How's it look now?

I'm not a fan of it, but a DAVU (5 dire avengers make it scoring ) for the falcon is a strong choice. Also 6 firedragons could go in the falcon nicely for more AT. A 3rd warwalker would be nice giving you the option to not outflank them and guide for 24 shots of rerolling goodness.
Looks like I caught you between posts. Banshees are a good unit, just make sure to doom the target.
