definitely agree with prince, your list is gonna need tweaking but before that you need to rewrite it properly so it's forum legal and understandable because as it stands right now i really can't comment on it because of how it's written.
to be specific for how it's going against the forum rules: you are specifically stating the costs of the individual parts of the units; you are only meant to post the total.
As for the legibility of your writing it's not really that horrible but my head is in a spin with you having HQ at the end its completely messing with my mind!

I will agree that a warlock really helps guardian squads, conceal or embolden both work well for them they can also only have 1 weapon platform per unit. I also agree the warwalker should have weapons ment to hit the same type of target, ( AT or infantry ) not going to go so far as to say the scatter laser is the only useful weapon for them though. Once again I agree on the dire avengers if they are in the transport make them a shooting only unit as they shouldn't end up in combat often and you can save a few points. Dark reapers are not completely bad but they do struggle because of the cost and low model count. Best thing to do with them ( if you keep them ) is to take a special weapon with the exarch along with a power, I prefer the tempest launcher and crackshot. I don't like running small melee squads so would recommend upping the size of the scorpion unit. Bike councils are not the only council that works, but ones on foot should get a transport to get them into the fight sooner. If you do that it is probably best to up the number of models in the squad, an enhance or two would help out also. If you have a council you need fortune, they are to costly and under perform if not fortuned.
Last Maugen Ra is not useless, in fact I have found him to be the best of the PL (fuegan a close second for me ). But he needs to be in the right style of list, and I have to say that this does not seem to be it. You are probably better off using his points to fill out some squads and get a transport for the council.
The others have noted it but figured I should also. You can't show the points for seperate models only for the overall cost of a squad.
Thanks for the feedback and letting me know about writing the points...wasn't thinking sorry about that. Also I made some changes to some things to make it clearer and just made adjustments where it was needed. As for everything else, I bought like 900 points when I was around 10 years old and just started collecting again, so that is why it is not a perfect army, I am just doing what I can with what I have. Keep feeding me replies based on this though, thanks!
yes i agree with nakaruru, dark reapers are not terrible as long as you know how to equip the exarch ( tempest launcher and crack shot ). i also think that foot slogging seer councils are just fine, in fact without the bikes you can get almost double the amount of warlocks. i myself run a footslogging seer council in 2000 points and it works just great, dont get me wrong putting them on jetbikes makes them that much more powerful however i beleive that you cant condemn a seer council merely because its on foot.

Dark Reapers are terrible. They are not worth the points except against MEQ and only if the MEQ player took no guns. They can be made to easily run or wiped out, the unit is to small. Other HEavy choices gun magnet much better and have a greater overall damage capacity, maybe they can wreck armor, or fight in CC, or transport etc.
Reapers are one dimensional and one dimensional units ARE terrible.
Jetbike Councils will always outperform foot ones. They can get at armor faster and their primary job is Spearing transports. They're amazing at it. They also mkae a great mop up unit with Enhance and a Destructor or two. Truly an IG/Ork nightmare, two armies Eldar have trouble with.
You can run a Council in a transport but it's not as safe. That's around the same points Bikes cost and it doesn't have the same ability to absorb punishment or re-deploy on demand, if they never get out they aren't scary.
Use what you like, it's your list. I'm only giving my advice based on being as competitive and well rounded as possible.
I put forth my view on transported councils vs bike councils on the mech army sticky. Lets just say I disagree that bikes are the only way they work. Dark reapers though really do struggle to perform, outflank, deepstrike, and increased numbers of transports means they have a limited number of rounds to shoot and often limited targets to shoot at. The tempest launcher and crackshot help but they are a tough sell over the prism or wraithlord you can take in HS slots. If you do get a good round of shooting though they can break a meq unit all by themselves they just aren't given that chance very often by your enemy.
The revised list is better, I think you will still benifit greatly by dropping maugen ra to buy other units or fill out the ones you have. You picked up 1 fireprism but 2 are better, look to drop one of your HS and get a second for the option of a linked blast. Another unit in a waveserpent would help the survivablilty of all your tanks, as is there are 3 vehicles in the list that will face Alot of AT shots.
aside from the dark reapers, is there anything else that could be changed? Like spells, or the upgrade on the striking scorpion exarch?
Psychic powers are fine, Guide or Fortune are kind of interchangeable. The SS Exarchs weapon depends on his units goal. A small tank hunting unit is good with the progressive strength weapon, if they're meant for squad on squad CC I like the Powerclaw for reliable killing. Get all the Str you want, if they still get saves it's meh.
