To start off, I love Dire Avengers and Shining Spears. I hoped to incorporate them into my army and I came up with this.
3x Wave Serpants (2 with BL, 1 with Shuriken Cannons)
3x 10 Dire Avengers (Duel Catapults)
1x Falcon (Holo-Shields, BL)
1x 6 Fire Dragons (Exarch with Pike, Tank Hunters)
1x 5 Shining Spears (Skilled Rider, Withdraw)
1x Autarch Jetbike (Star Lance, etc) *Question, can the Autarch join the Shining Spears Squad even when the max size for the squad is 5?
2x Fire Prisms (bare bones, no upgrades)
I have 238 points left and I would really appreciate advice on what else to include.
Some questions I hope can get answered.
1.) Is this Army solid? I feel I have everything except CC covered. Anti-Tank (BLs + Fire Dragons), Large Blasts (Fire Prisms linked), and Anti-Infantry (Dire Avengers)
2.) How will I fare against MEQ armies? It feels like every average Joe and punk kids all play Space Marines or CSM. At least 40-60% of my opponents are MEQ armies. Black Templars, Dark Angels, Space Marines, etc.
3.) How do I address the lack of any CC in my list? Is this a bad thing, do I absolutely need CC? I feel Mech Eldar doesn't really have good options for CC anyway since Avatar and Wraithlords are not a option. Banshees are really only a 1 time use, and Seer Council are an "anvil" unit.
4.) MOST IMPORTANTLY, what else should I take with the remaining points.

This shouldprobably be over in the army list section but here are my answers.
1. The core of the list is solid, you like the shining spears but they are the weakest unit in the list that I can see. They tend to fail badly or do something amazing for me with rarely any average results. The fact that they are the only unit you have that str 5 and lower can hurt until you get out of transports may mean they see alot of shooting, and any lost model for them can really hurt the squads performance.
2. You will have a decent chance against MEQ armies. Only unit that would really worry me is termies and even then you can use massed shooting from your list to hopefully drop them.
3. Mech can get away with not using CC units but it is a bit harder, in the new rules CC is that fastest way to get kills because of combat rez and running the enemy down. Personal preference maybe but I like having a good melee unit I can call on if needed. ( councils and banshees work great in this roll for me )
4. I am guessing the DA exarchs have bladestorm if not get it for them also get spirit stones for your transports if they don't have them. A farseer with doom will help stack wounds from the DAs when they fire, and runes of warding are great for the points when you run into enemy psykers. You could also look at giving the firedragons a waveserpent and then slipping a 5 man DA squad into the falcon. A scoring unit in a hard to kill holofielded tank is a nice thing to have on the table ( I don't like the 5 man unit because it doesn't seem fluffy but it is effective ). A group of warpspiders could fit into the current list as could some vypers because they both have enough speed to keep up with the list and add some fire power. Outflanking scorpions have a good following but I don't like them in mech lists so much.
The core is pretty solid even i feel you will miss in some games a unit of flaming stormies instead of avengers.
I always think a serpent for dragons is better than a falcon.
As my esteemed player from above said, i hope you have spirit stones on each serpent. And you have a b;adestorming exarch.
As for termies, i am not so worried for normal ones as the spears can kill them just fine. But storm shield ones you just have to avoid.
I suggest scorpions or banshees and a farseer to fit your holes. I like the scorpions better due to their better suvability and versatility.

Put a farseer in this list, then re-write an updated one.
A list without a farseer just makes me cry.

I'm going to agree with Ericismyname: Your list has a Farseer-shaped hole in it. Farseers are awesome and everyone loves them.
I find my Seer council are more what I'd call a 'sledgehammer' than an anvil. Aside from a unit of Daemonettes (the third one they'd fought that game, the previous 2 having been annihilated) they have yet to fail to slaughter their opponents.
And yes, the Autarch can always join the Shining Spear unit. Just be careful he doesn't get caught up with them, since if you consider Banshees a 'one-shot' unit I guarantee you won't like what happens to Spears in an extended melee.
